The U.S. Army Material Command Acquisition Center, MA intends to conduct negotiations with and award a purchase order to Med Eng Systems, Inc., 2400 St. Laurent Blvd., Ottawa, Ontario, Canada K1G6C4 on a basis of other than full and open competition, reference FAR 6.302-1(a) for the purchase of: Riot Control Gloves and Pro Arms Arm Guards -- 14 pair small size, 62 pair medium size, 141 pair large size, 60 pair x-large size, 14 pair xx-large size. Based on extensive market surveys, Med Eng Systems, Inc. is the only known manufacturer of these uniquely-constructed, riot control gloves and arm guards. No solicitation document and no performance specifications are available for the riot control gloves and arm guards.
