Description
The Contractor shall provide all labor, materials, equipment, transportation and management necessary to provide various types of sanitary sewer, storm drain/lines, and water distribution line maintenance, cleaning, TV inspection, testing, repair, rehabilitation, replacement, and/or new installations in accordance with Task Orders to be issued as requirements are identified. Five PWC Site Offices (Sewells Point, Little Creek, Oceana, Portsmouth, and Yorktown) and their satellite locations within a fifty (50) mile radius of each site will utilize the resulting contract. The base period of performance is for twelve months. Options periods of one- to twelve- months in duration will be included in the contract. The total contract duration shall not to exceed 36 months for this construction contract. The resulting contract will be an Indefinite Delivery/Indefinite Quantity contract with Firm Fixed Prices. This procurement is UNRESTRICTED. Large Business firms will be required to submit a subcontracting plan prior to contract award. Bonding requirements include: Bid Bond guaranteed amount shall be at least 20% of bid price but shall not exceed $3 million. The Performance Bond shall be 100% of contract price. The Payment Bond shall be in a penal sum equal to 40% of contract price if the contract price is over $1 million but less than $5 million; or $2.5 million if the contract price is over $5 million. The North American Industrial Code System (NAICS) code is 23491 [Standard Industrial Code (SIC) was 1623]. The Invitation for Bids (IFB) will be posted on the NAVFACENGCOM Electronic Solicitation (E-sol) web site on or about September 29, 2000. The estimated Bid Opening Date (BOD) is October 31, 2000.
