- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotations are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those are those in effect through Federal Acquisition Circular 97-18. Solicitation Number 53SBNB060159 is issued as a Request for Quotation (RFQ) under FAR Part 13, Simplified Acquisition Procedures. The Standard Industrial Classification (SIC) code is 3827 and the size standard is 500. This action is small business set-aside. This is a "brand name or equal requirement," meaning that quotes may be submitted for either the brand name and model numbers specified herein or items manufactured by other company (ies) that meet all of the salient physical, functional and performance characteristics of the brand names and model numbers specified herein. Brand name or equal descriptions are intended to be descriptive, but not restrictive and are intended to indicate the salient characteristics of products that will be considered satisfactory to meet the RFQ requirements. The National Institute of Standards & Technology (NIST) intends to obtain a Wavemeter Wavelength Meter. The seven Contract Line Item Numbers (CLIN's), quantities, and units of issue for each CLIN that constitute the aforementioned system are as follows: CLIN 0001 1 each Wavemeter Wavelength Meter Model WA-1500-VIS includes accuracy of 0.1pm over the working range of 400 to 1100nm. Update rate of 1Hz; CLIN 0002 1 each Model WA-UV/PD UV Photodetector. For use in WA-1000/1500 Wavemeters. CLIN 0003 1 each Model WA-UV/BS UV Beamsplitter for WA-1000/1500 Wavemeters. Working range of 200 to 650nm. CLIN 0004 1 each Model WA-NIR/PD NIR Photodetector. For use in WA-1000/1500 Wavemeters. CLIN 0005 1 each) Model WA-NIR/BS NIR Beamsplitter for WA-1000/1500 Wavemeters. Working range 600 to 1800nm. CLIN 0006 1 each Model WA-IR/PD IR Photodetector, For use in WA-1000/1500 Wavemeters. CLIN 0007 1 each Model WA-IR/BS IR Beamsplitter for 1000/1500 Wavemeters. Working range of 1500nm to 4000nm . Detailed specifications of the wavemeter system are as follows: Range -- 200nm-4000nm; Absolute accuracy -- 0.1ppm (1ppm for wavelengths less than 400nm); Display resolution -- 0.0001nm (with 1Hz update rate); Units -- nm or wavenumbers; 2mm input aperture; Sensitivity -- 1mW; 7 minute warm-up GPIB interface, 110 VAC Source Spectral Analysis Software. The physical, functional and performance characteristics of the aforementioned seven (7) CLIN's are ALL considered to be salient and must be met by any quoted "equal" products. Quotes for the aforementioned seven CLIN's shall be firm-fixed-price. The Government requires a 12-month warranty on all parts and labor. Required Delivery within 90 days from contract award. 52.247-35 FOB Destination, Consignees Premises. Delivery Location: National Institute of Standards and Technology, 100 Bureau Drive, Building 220 Room A-305, Gaithersburg, MD, 20899-0001. The provision at FAR 52-212-1, Instructions to Offerors-Commercial Items, applies to this acquisition. Award will be made to the offeror whose quote offers the best value to the Government, technical, price and other factors considered. The Government will evaluate information based on the following criteria listed in descending order of importance. TECHNICAL FACTORS when combined are significantly more important than price. Factor 1) Meeting or Exceeding the Requirement; Factor 2) Past Performance-this factor will be evaluated based on the references provided IAW FAR 52.212-1(b)(10), which requires the offerors to submit references for the same or similar items. (The offerors must provide a list of at least three (3) references confirming the use of the offered system. The list shall include the name of the referenced contact person and the company organization; the amount of the contract and the address and the telephone number of the Contracting Officer, if applicable; and the date the services were completed. In compliance with provision FAR 52.212-(1)(b) and submit 1) Three copies of the quotation which addresses CLINs 0001 -- 0007; 2) three copies of the technical description of the items offered in sufficient detail to evaluate compliance with the requirements in this solicitation and a copy of the terms and conditions of the proposed warranty; 3) two copies of the most recently published price list(s); and 4) two copies of the list of references. Quotes shall contain all seven CLIN's. Any quotes for "equal" items shall be supplemented with DETAILED specifications for each "equal" item offered that details the quoted item's physical, functional and performance characteristics. Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications, with its quote. Clause 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition, including the following clauses in subparagraph (b): (11) 52.222-21, (12) 52.222-26, (13) 52.222-35, (14) 52.222-36, (15) 52.222-37, (18)(ii) 52.225-3, and (22) 52.232-33. The following clauses also apply to this acquisition: 52.211-6, Brand Name or Equal (AUG 1999) and 52.233.3, Protest After Award (AUG 1996). Department of Commerce Agency Level Protest Procedures may be downloaded from: www.nist.gov/admin/od/contract/agency.htm. The Government reserves the right to make an award without discussions. Offerors shall address ALL requirements herein, and shall provide clear evidence of understanding, ability and willingness to comply with the Government's specifications. Failure to address a specification/requirement will be construed by the Government as inability to meet the need.
