- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6,as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation number DAJA22-00-R-1029 is being issued as a Request for Proposal, which incorporates provisions and clauses for commercial items in effect through Federal Acquisition Circular 97-14. This office intends to procure for the Armed Broadcasting Services miscellaneous non-personal services for purposes of improving internet and broadcast products, enhancement of leadership capability, provision of broadcast feedback assessment of satisfaction of high level commander clients and command wide audience satisfaction. Interested parties are requested to check this website frequently for notices or amendments that might be issued to this combined synopsis-solicitation. The following provisions in their latest editions apply to this solicitation: FAR 52.212-1, Instructions to Offerors; FAR 52.212-2, Evaluation; FAR 52.212-3, Offerors Representations and Certifications; FAR 52.212-4, Contract Terms and Conditions; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders. FAR clauses cited within the above clauses, which are applicable, will be incorporated into the solicitation and resulting contract. A completed copy of the provisions at 52.212-3 "Offeror Representations and Certifications-Commercial Items" should be submitted with the offer. The contract documents will include necessary addendum to the terms and conditions applicable to the work involved. The offer shall include: (1) Proposed prices; (2) Summary description of approaches and tasks to fulfill the government requirements to include at least samples of work/forms provided in other contracts of same or similar in nature (not more than 10 pages, excluding samples of completed work) (offeror may propose different ways or innovations (more effective or efficient) in performing assessment or evaluations as deemed more effective and efficient); (3) milestones or schedules for the tasks involved: (4) list of contracts performed providing same or similar services during at least the last 3 years (contract number, point of contact and tel. nos. for verification, to include, if any, letters of appreciation or commendation);(5)completed copy of FAR 52.212-3; and (6) Company's Cage Code, DUNNS and TIN No. Offerors must be registered in the Central Contractor Registry (CCR) to be considered eligible for award. Award will be made to the offeror determined to provide the best value to the Government: (1) Technical expertise as evident from the summary description and approaches, samples of work provided, and quality of personnel proposed (2) Performance risk (highest possibility of successful performance) based on experience (current and previous) as evident from the list of contracts performed. Performance risk is the most significant factor followed by technical expertise. Price is less significant than technical expertise. Note that it is the Government's intent to award a firm fixed price contract. Offered prices must be tied to delivery and acceptance of deliverables, such as after completion of training, after submission of findings, etc. A fixed price for each of the five phases of the requirement should be proposed, and will be paid upon Government acceptance of the completed phase. Offers to the above requirements shall be submitted by FAX (0011-49-611-816-2198) or per email to the designated Contracting Officer not later than 14 Sep 00, 1600 hours, CET. Contact the designated Contracting Officer/Contract Specialist for inquiries. Award is anticipated for 20 Sep 00, but will be made as soon as feasible and not later than 30 Sep 00.
