- Description
- This is a Request for Information (RFI). The Department of Commerce (DOC), Office of the Chief Information Officer (OCIO) is evaluating the costs and benefits of server consolidation among a number of the department's data centers. An internal study identifying potential costs savings was conducted. This study was recently validated by an independent source and included consolidation alternatives, associated implementation costs, and life cycle cost savings. The Department is interested in finding innovative contracting solutions for a program that would require an initial investment but has the potential for significant savings. Interested parties are invited to provide specific information and recommendations as to how to fund the DOC data center consolidation given that no funding exits for these efforts. All approaches, including share-in-savings, will be considered. In the event the OCIO holds a public forum on this subject, respondents with substantive comments and input to this RFI will be invited to participate. This Request for Information does not constitute a Request for Proposal. The Government does not intend to award a contract(s) based solely on the submission to this Request of Information nor does it intend to pay for any costs incurred in response to this Request for Information. Interested parties wishing to obtain an electronic copy of the OCIO studies should e-mail requests to rfriend1@doc.gov. Responses to this RFI should be submitted to the Government in writing to the attention of Frank J. Krempa, Office of Acquisition Management, Room 6514, 14th and Constitution Avenue, NW, Washington, DC 20230. All information submitted in response to this RFI which is received by the Government not later than October 6, 2000, will assuredly be considered by the OCIO in its deliberation of the subject. The Department of Commerce Data Centers exist to provide operational support for the mission critical automated information systems within the Department. The computing and networking infrastructures for each mission exists within the Data Centers. A multitude of processing platforms currently exists among these disparate centers. In addition each Center is specially built and staffed to provide a stable, controlled environments to ensure operational integrity of the systems which it supports. The OCIO identified a select number of DOC data centers and conducted an internal study, and more recently an independent external verification and validation study to identify potential server consolidation cost savings. The study data has concluded that due to the relative expense involved with operating each data center, and the amount of overlap in the services provided by each data center, substantial cost savings would be achieved through Data Center server consolidation. Further, the independent study identified six consolidation alternatives with: varying degrees of risk, associated implementation costs and life cycle cost savings, and a final recommendation. DOC/OCIO desires information on industry capabilities to provide creative and innovative solution to funding the DOC implementation of Data Center Server Consolidation. DOC will consider responses to this RFI in defining system requirements and alternatives. Detailed requirements will be promulgated in future RFP(s). All responses are required in writing by October 6, 2000. In addition, the DOC/OCIO may elect to request oral presentations with select vendors to further understand a proposed solution. In addition, contractors submitting information should identify if they are: Large or Small and socio-economic status.
