Description
It is the intent of the National Library of Medicine (NLM) to procure specialized web planning and evaluation services on a sole source basis with CyberDialogue, Inc., 304 Hudson Street, New York, NY 10013, under the authority 41 U.S.C. 253 (c)(1) and FAR 6.302-1 (b)(1). The Internet and World Wide Web (www or web) now play a dominant role in dissemination of NLM health information services. The web environment in which NLM operates is rapidly changing and intensely competitive. These two factors combined suggested the need for a more comprehensive and dynamic NLM web planning and evaluation process. The vendor will support NLM in conducting an integrated approach to web planning and evaluation that will better inform NLM management decision-making on web site research, development, and implementation. The vendor shall provide NLM with visitor profiling and competitive analysis of the MedlinePlus web site. The visitor profiling will include design and administration of an online survey of site users (estimated 1,000 respondents), software and technical support to implement the survey, data tabulation, and analysis and reporting of the site-specific survey results including benchmarking against the CybercitizenHealth nationwide survey. The competitive analysis will compare MedlinePlus with three other health information web sites, and will include design and administration of a survey of members of CyberDialogue's Online Consumer Panel (estimated 400 respondents), data tabulation, and analysis and reporting of the panel survey results including benchmarking against CybercitizenHealth. After conducting searches of the web and consumer health sites and making inquiries of persons and organizations familiar with this market, to identify potential contractors, NLM has determined that CyberDialogue is the only vendor that could meet NLM's needs. CyberDialogue is the only vendor that offers web site visitor profiling, web site competitive analysis with an online panel, and nationwide in-depth randomized consumer surveys all with a focus on online health information users and with benchmarking of visitor profiling and competitive analysis against the nationwide survey. The period of performance will be for four months and begin on or about September 28, 2000. This is not a Request for Quotations (RFQ), nor is an RFQ available; however, all responsible and responsive sources may submit a proposal which will be considered by the NLM. Firms interested in responding to this notice must be able to provide professional services as specified and listed above. Responses should sufficiently demonstrate the firm's ability to meet the government's requirements. Responses are required within fifteen (15) calendar days from the publication date of this notice.
