Description

This is a combined synopsis/solicitation for commercial items in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a quotation is being requested and a written solicitation will not be issued. This request for quotation (RFQ), number 00X201035 is for the purchase and delivery of "Innovative Millennium Package". The Department of Health and Human Services (HHS), Program Support Center knows of only one source, Innovative Interfaces, Inc., 5850 Shellmound Way, Emeryville, California 94608. The Contractor shall provide Millennium Software as follows:1) Millennium Management Reports; 2) Millennium Circulation; 3)Millennium Serial Processing; 4)Millennium Acquisitions; 5) Millennium Database Management; 6) Advances Searching; 7)WEB OPAC interface to Encyclopedia Britannica; 8) Export Bibliographies 9); Automatic authorities processing; 10) Alphabetical sort locations; 11) Location synchronization and 12) Choice of two software items. The Contractor shall also provide Millennium Services as follows: 1) re-indexing of authority records to accommodate automatic authorities processing; 2) re-indexing of ISN index; 3) Selective indexing of punctuation in phrases indexes; 4) re-indexing of 505 title subfields; 5) 125 Character phrase indexing; 6) non-normalized browse displays and 7) Conversation of hardwired connections to network connections, if required.. In addition, 192MB memory and Percon portable barcode memory. Solicitation documents, provisions and clauses herein are those in effect through Federal Acquisition Circular 97-18. The provision at FAR 52.212-1, Instructions to Offerors -- Commercial Items (MAR 2000), and the clause at FAR 52.212-4, Contract Terms and Conditions -- Commercial Items (May 1999), applies to this acquisition. Offerors shall submit a fully executed copy of the provision at FAR 52.212-3, Offerors Representations and Certifications -- Commercial Items (FEB 2000) with their offer. The clause at FAR 52.212-5, Contract Terms and Conditions Require to Implement Statutes or Executive Orders -- Commercial Items (AUG 2000), applies to this acquisition as well as the following clauses cited therein: FAR 53.222-26, Equal Opportunity (E.O. 11246); FAR 52.222-35, Affirmative Action for Disabled Veterans and Veterans of the Vietnam Era (29 U.S.C. 793); FAR 52-222-36, Affirmative Action for Workers with Disabilities (29 U.S.C. 793); FAR 52.222-37, Employment Reports on Disabled Veterans of the Vietnam Era (38 U.S.C. 4212); FAR 52.225-3, Buy American Act -- Supplies (41.U.S.C.) and FAR 52.232-34, Payment by Electronic Funds Transfer -- Other than Central Contractors Registration (31 U.S.C. 3332). This notice is not a request for competitive proposals. Firms having the ability to provide the software, as stated above, shall provide clear and comprehensive information supporting its claim, inclusive of references listing contact person(s) and phone number(s); technical literature; GSA schedule, if applicable; and pricing. A determination by the Government not to compete with this proposed contact based upon responses to this notice is solely with in the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
