- Description
- The Utah National Guard is issuing a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and quotes are hereby requested. A witten solicitation will not be issued. This procurement is being conducted under the Simplified Acquisition Procedures (SAP), as a Request for Quote (RFQ) Number DAHA42-00-T-0006. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-17. This solicitation is 100% set-aside for Small Business and is under Standard Industrial Classification Code 3861, with a small business size standard of 500 employees. (A) Scope of Project: Delivery and installation of a visual and audio projection system in the NG EOC at Camp Williams, Utah. System shall be capable of multiple screen projections and sources of input. The proposed system shall be equal to or exceed the following system: two each DA-LITE 83211 High Power Manual Screens; two each EIKI LC-X990 2200 LUM Boardroom Projectors; two each EIKI 0173-4179 Projector Ceiling Mounts; one each Panasonic AG1330 VHS Video Cassette Recorder; two each Panasonic CT2786Y 27" televisions; 2 each Bretford TVCY27TBK Monitor Ceiling Mounts; 1 each TANOY TAN-REVEL (pair) ceiling mount speakers; one each Sony STRDE135 Stereo AV Amplifier/Receiver; two each EXTRON 60-320-02 MVP104GX Multi Video Processor; two each EXTRON 60-312-01 VSC150 Scan Converter; one VTI Cable Bundle to include: two each 25' RGB; two each 25' DUB; four each 3' DUB; two each 3' SVHS; two each surge potected power strips. The contractor shall install and integrate the previous list of components, providing all necessary wiring, conduit, outlet boxes, switches, plugs or jacks, components, etc. The owner will provide a standard size rack cabinet for the installation of the control components. (B) An additional item, one each Proxima DP-9240 Desktop Projector to include hard carrying case and replacement lamp shall be delivered to a different location. Descriptive literature is required particularly if quoting "equal to" products. Descriptive literature shall be of the type and detail to allow for a definitive determination of equality with the specified products. (C) Applicable Provisions and Clauses: (1) FAR 52.212-1, Intructions to Offerors -- Commercial Items, Addendum paragraph (d) Product samples -- delete in its entirety, paragraph (h) Multiple Awards -- delete in its entirety, as the Government plans to award a single contract resulting from this solicitation; (2) FAR 52.212-2, Evaluation Commercial Items (Specifications being met and lowest pricing), (3) FAR 52.212-3, Offeror Representation and Certifications Commercial Items, (4) FAR 52.212-4, Contract Terms and Conditions Commercial Items, (5) FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes and Executive Order -- Commercial Items. The following clauses are applicable and incorporated by reference: FAR 52.203-6, Restrictions on Subcontractor Sales to the Government, with Alternate I; FAR 52.203-10, Price or Fee Adjustment for Illegal or Improper Activity; FAR 52.219-8 Utilization of Small Business Concerns and Small Disadvantaged Business Concerns; FAR 52.219-14, Limitation on Subcontracting; FAR 52.222-21, Prohibition of Segregated Facilities; FAR 52.222-26 Equal Opportunity; FAR 52.222-35 Affirmative Action for Special Disabled and Vietnam Era Veterans; FAR 52.222-36 Affirmative Action for Handicapped Workers; FAR 52.222-37, Employment Reports on Special Disabled Veterans and Veterans of the Vietnam Era; FAR 52.232-33, Payment by Electronic Funds Transfer -- Central Contractor Registration; (6) FAR 52.274-34 FOB Destination; and (7) DFAR 252.204-7004, CCR Certification. Quoters shall submit a copy of provision 52.212-3 with their quote; it may be obtained at www.arnet.gov/far. All quoters shall price each item separately to include installation and propose a delivery schedule with their quote. (D) Evaluation Factors: The contract type for this procurement will be a firm-fixed price and award will be made on the basis of best value to the Government, including price, delivery and other factors will be considered. Quotations are due in this office on 20 September 2000. Note that registration on the Central Contractor Registration "CCR" database is a requirement for award.
