- Description
- As part of it's Market Research, the Marine Corps as the lead for the Non-Lethal Weapons Joint Integration Program is seeking information concerning Commercial/Non-Developmental Non-Lethal munitions that will confuse, disorient, or momentarily distract a potential threat. The Joint Non-Lethal community is currently under contract to conduct an "Ammo Characterization Testing Effort" to determine the detailed velocities, accuracy, dispersion and other trajectory data on the non-lethal munitions that are currently in the DoD inventory. Specifically, DoD currently utilizes the following types of munitions: 12 gauge (rubber fin stabilized, bean bag, rubber pellet) and 40mm (Wood Baton, rubber baton, sponge round). The Joint Non-Lethal Community is seeking other available NDI solutions from industry, specifically munitions capable of being fired from the 12 Gauge Joint Service Combat Shotgun and through the 40mm M203 Grenade Launcher. The Joint community will also consider munitions for other existing DoD weapon systems on a case by case basis. Requests for specifications of the shotgun will be handled on a case-by-case basis. The program will seek new technologies intended to temporarily stun or disorient personnel within the effective range of the munitions. The munitions will be used while performing missions of crowd control, hostage rescue, and the capture of belligerents or other adversaries. The friendly forces will use the munitions to establish and control an area making the belligerents reluctant to enter the area or find it extremely difficult to function within the area. None of the DoD munitions of this nature are intended to cause permanent damage of any sort. The munitions shall be fully capable of being stored and operated in hot, basic, and cold temperatures and rugged enough to withstand being externally carried in small arms munitions pouches by Marines during the rigors of performing individual movement techniques or moving through an urban environment in combat/threatening conditions. It is requested that interested parties provide the following at no cost to the Government: fifty (50) samples for limited evaluation, Material Safety Data Sheets; sales marketing literature applicable to the munitions; limitations of the system (if applicable); and rough Order of Magnitude (ROM) cost per system. The Government will be testing these munitions at a non-Government facility. The government is testing these munitions to determine accuracy, dispersion, appropriate measurements of the intended effect and other similar readings. This data is intended to form the Governments comparison of the current suite of DoD Non-Lethal munitions against what is available in the market place and to potentially form a requirements position on new munitions within the services. Results of Government testing will be forwarded to all Services within DoD and may potentially be shared with other Federal, State and Local agencies in order to assist them in their decisions on these same issues. Results of government testing data will also be made available to each respondent upon request, with regards to their product alone. Responses should be submitted no later than 30 September 2000 The submission of this product sample/information should not be construed as a commitment to procure the munitions and the Marine Corps does not intend to pay for any product samples or information provided by this announcement. However, information obtained may be used for subsequent requests for proposals to procure enough munitions to conduct more detailed validation/verification tests. Any data that is of a proprietary nature should be marked as such. Technical questions should be submitted in writing to kuneycm@mcsc.usmc.mil. Questions and responses should be directed to the contact person listed above at Commander, Attn: CTQ-Christine Kuney, MARCORSYSCOM, 2033 Barnett Ave., Suite 315, Quantico, VA 22134-5010. Federal Express Address: 3041A McCawly Ave, Quantico, VA 22134.
