below STATEMENT OF WORK I. BACKGROUND A. STATEMENT OF DUTIES 1. GENERAL
STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE
CONTRACTOR BACKGROUND: This position is located in the U.S.
Embassy/Narcotics Affairs Section (NAS), La Paz, Bolivia. The position
provides planning, operational and logistical support and contract
oversight for the bilateral counter-narcotics aviation program in
Bolivia and its fleet of DOS/INL aircraft. The end game of the
bilateral CN aviation program in Bolivia is the curtailment of the
supply of illegal drugs from Bolivia into the United States through
aerial and airmobile eradication of drug crops, interdiction of
refining laboratories and trafficking activities, and related
enforcement operations. PURPOSE: The purpose of this personal services
contract position is to provide a Senior Aviation Advisor for the
bilateral CN aviation program in Bolivia. The incumbent serves as the
senior in-country aviation advisor, responsible to the U.S. Ambassador,
for providing program implementation, direction and execution oversight
in support of host nation counter-narcotics (CN) efforts. The incumbent
effects high level interagency coordination among the American Embassy,
host nation CN police and military forces, other military services,
aviation support services contractors and other participating agencies.
The Senior Aviation Advisor evaluates training and operational
effectiveness of in-country Department of State programs, to include
interdiction and eradication operations, ensuring all aviation programs
retain requisite operational and logistical fluidity. He/she also
monitors and evaluates the aviation support services contractor's
performance in maintenance, operations and logistics. II. Scope of
Work: The Contractor shall: Helps the Bolivian Air Force Red Devil Task
Force (RDTF) to develop, coordinate, organize, and implement
comprehensive operational systems and procedures for the USG. These
operational systems and procedures include, but are not limited to the
Department of State Aircrew Training Program, Department of State
Aviation Operations Directives, Department of State Guide to Aviation
Training and Standardization, Department of State Aircrew Training
Manuals, Office of Aviation Standard Operating Procedures for
counter-narcotics operations in Bolivia, and Deployment Operations
procedures in support of the RDTF operations throughout Bolivia.
Performs oversight and evaluation of contractor operations. This
oversight includes, but is not limited to, reviewing and recommending
approval of waivers to published directives, authorizing use of INL
aircraft, reviewing contractor flight operations procedures, and
monitoring contractor pilot proficiency. Submits weekly written reports
of the contractor's performance and activities to the Office of
Aviation, and provides comprehensive monthly award fee input to the
Contracting Officer's Representative (COR) regarding contractor
performance related to the RDTF. Helps the Government of Bolivia to
direct andcoordinate aircraft and personnel deployments within Bolivia
for the purpose of destroying illicit narcotics crops through
eradication, intercepting illegal drug shipments through aerial
interdiction, and providing RDTF counter-narcotics aviation training
and support for the institutionalization program. Provides aviation
related advice, assistance, and information to the NAS Director and
country team members and contributes to the overall CN planning effort
by representing and integrating aviation activities. In coordination
with Bolivian Air Force counterparts, develops plans and programs for
improving the institutional capabilities of the Bolivian CN aviation
unit to assume increasing responsibility for all aspects of the
program. Monitors progress in host government institution's development
of self sufficiency in flight operations and standardization,
maintenance, quality control, safety, logistics, and other functional
areas, and coordinates appropriate reductions to the size and extent of
contractor support provided to the host government as appropriate based
on the increased host government capabilities. In support of bilateral
programs, develops operational tactics and new training procedures
(through the contractor and the Office of Aviation
training/standardization staff) for the purpose of enhancing
eradication and aerial interdiction operations. These tactics and
procedures include, but are not limited to Night Vision Goggle
operations and tactics, and helicopter escort tactics/rules of
engagement/aerial gunnery in support of the counter-narcotics mission
in Bolivia. Provides operational direction and guidance to the
contractor and Bolivian Aviation Unit operations activities and
personnel for the purpose of destroying illicit narcotics crops, and
interdicting the flow of the finished narcotic products into the United
States. This includes, but is not limited to, planning and coordination
with U.S. Department of Defense, Department of State, Drug Enforcement
Agency, Customs, other federal agencies, and host nation law
enforcement agencies for the purpose of destroying illegal narcotics
crops through aerial eradication and intercepting illegal drug
shipments through aerial interdiction operations. Provides direction
and oversight for contractor and Bolivian Aviation Unit aviation
training and standardization. Implements DoS INL Office of Aviation
flight regulations, aviation training and standardization, and aircrew
training programs. Oversees the Bolivian Aviation Unit aviation
standardization program. Collects, reviews, and disseminates data on
aviation tactics, techniques, and employment in support of the
bilateral counter-narcotics mission. Maintains constant liaison with
Office of Aviation, U.S. Department of Defense, Department of State,
other U.S. Government agencies, and the U.S. Federal Aviation
Administration to keep abreast of current policies, procedures, and
rules that pertain to aviation operations. Coordinates the activities
of three supporting detailed Department of Defense officers and/or PSC
contractors and oversees approximately 20 commercial aviation
contractor personnel contracted by Department of State/INL. Provides
both technical and operational oversight to the Bolivian Aviation Unit
staff, and technical direction and management to contractor employees.
For the latter, plans work, sets or negotiates deadlines and completion
dates, and reviews and accepts or rejects final work. Assigns work
based on work priorities, difficulty of the assignments, and
capabilities of the employees. Gives advice and instruction to
employees on both work and administrative matters. Identifies
developmental and training needs, finds ways to improve the quality of
work, and develops overall performance standards for both USG and
contractor personnel. Performs pilot duties as required in the course
of executing other tasks described above. IV. Selection Criteria:
Applicants who meet the qualification requirements will be further
evaluated to determine the extent to which their qualifications
indicate that they possess the knowledge, skills, abilities and other
characteristics described below: Bachelor's degree from an accredited
institution, or equivalent (i.e., Associates Degree with five years
related experience, or ten years of related experience in the military,
law enforcement, international development, international affairs, or
public administration). In-depth knowledge of Aviation Aircrew Training
and Standardization Programs, to include operating directives, training
and standardization publications, aircrew training manuals, and related
documents. Knowledge of U.S. Federal Aviation Administration
regulations, including, but not limited to FAR Part 1, 61, 67, 91, 135,
137, 141, 143, and 830. In-depth knowledge of tactical employment of
fixed and rotary wing aircraft in a counter-narcotics operation for
eradication and interdiction missions, including capabilities,
limitations and techniques of employment of aircraft used by the Office
of Aviation. Must have extensive experience as an aircraft operations
officer/manager in a military or civil organization involved in the
training and standardization of rotary wing pilots, the tactical
employment of aircraft in a high threat environment, and the deployment
of aircraft to OCONUS locations. Broad knowledge of and experience in
the formulation of plans and policies pertaining to operations and unit
level flight training activities. Shall have a basic knowledge of
command communications, government intelligence procedures, and flight
operations procedures. FAA Commercial Pilots rating or military
equivalent; Highly experienced in the operation of aircraft as a pilot.
Additional, advanced skills such as Instructor Pilot, Standardization
Instructor Pilot, and Instrument Flight Examiner in rotary wing
aircraft are highly desirable. Spanish language fluency is required.
Knowledge of and skill in operation of desktop computer based word
processing systems. Experience in monitoring/overseeing activities of
a U.S. Government contract highly desirable. General knowledge of
various supporting aviation functional areas, including safety,
