This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 and FAR Part 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) Solicitation M-OP-FAO-001 is issued as a Request for Proposal. (iii) This solicitation incorporates provisions and clauses in effect through Federal Acquisition Circular 97-18. (iv) Pursuant to FAR 13.003(b)(1), each acquisition of supplies or services that has an anticipated dollar value exceeding $2,500 and not exceeding $100,000 is reserved exclusively for small business concerns and shall be set aside. Under this procurement, the Government anticipates awarding purchase orders to individuals interested in performing the required short-term consulting services. (v) The resulting purchase order will contain Line Item 0001, Review and Evaluation of Grant Applications, and Line Item 0002, Review and Evaluation of USAID Grant Application Process. (vi) Line Item 0001 -- The Contractor shall review, evaluate, and score applications for FY2001 assistance received by USAID Bureau for Humanitarian Response, Office of American Schools and Hospitals Abroad (BHR/ASHA). A total of 45 applications for FY2001 assistance have been submitted to ASHA. The Contractor shall participate in the review process of the applications and shall independently assess and score each submitted application in accordance with established BHR/ASHA technical evaluation criteria. In order to perform this review, the Contractor shall: (1) prepare appropriate and adequate narrative comments on the quality of the applicants proposed program corresponding to/supporting the numerical scoring assigned by the contractor for each evaluation criteria; (2) prepare the rating of each application; (3) provide narrative comments on the applications recommended for acceptance regarding award potential and optimal/best use of USAID grant funds. Line Item 0002 -- The Contractor shall review and evaluate the USAID Grant Application Process. In order to perform this review, the Contractor shall: (1) provide written suggestions on how to improve on the fairness and objectivity of the grant application evaluation process as a whole; (2) provide written recommendations for each applicant to refine and improve the clarity and effectiveness of the application. The Contractor shall perform the required evaluations using its own logistical support (computers, software, etc.). All reports must be submitted using EXCEL and WORD software. Deliverables are as follows: Line Item 0001: (1) an initial rating report on a 3 " diskette with three (3) hard copies to be used as a starting point for discussions. (2) a final rating report on a 3 " diskette with three (3) hard copies containing final narrative and scoring results for each application. Line Item 0002: 3) a report on a 3 " diskette with three (3) hard copies critiquing this evaluation process and recommending process improvements, both for USAID and the applicants. The Contractor shall be required to attend a one-day kick-off meeting at the USAID BHR/ASHA office in Washington, D.C. immediately after contract award. The Contractor shall also make approximately eight (8) return trips to the above BHR/ASHA office to pick up additional grant applications for review. Additionally, the Contractor shall attend four (4) one day meetings to participate in mid-review briefings, as well as a three-day final discussion meeting, all held in the above BHR/ASHA office. (vii) The period of performance for this requirement is from contract award through approximately three months. (viii) FAR 52.212-1 hereby applies. (ix) Pursuant to FAR 52.212-2 and FAR 13.106-2, this evaluation will be conducted on a best value basis. The following evaluation factors, in order of descending importance, shall be used to evaluate offers: (1) Relevance, depth, and quality of offerors experience related to hospitals and schools. (2) Depth and breadth of offerors experience evaluating or implementing grants. (3) Offerors international experience and knowledge of USAID activities. As technical differences among offerors become less significant, cost becomes more significant. (x) Offerors are required to submit the certifications found at FAR 52.212-3. These certifications may be downloaded from www.arnet.gov. (xi) FAR 52.212-4 hereby applies. (xii) FAR 52.212-5 hereby applies as follows: Checked FAR Clauses: 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-1, 52.225-13, 52.225-16, 52.232-34. (xiii) Technical Proposal: Offerors shall submit no more than five (5) pages describing prior experience relevant to the evaluation factors under FAR 52.212-2. Additionally, offerors shall submit no fewer than three (3) and no more than five (5) past performance references (names and telephone numbers) of individuals who can both verify and discuss the offerors prior relevant experience. Offerors shall also submit a resume of no more than five (5) pages. Cost Proposal: Offerors shall submit a price for Line Item 0001 and a price for Line Item 0002. The Government anticipates awarding up to five (5) purchase orders as a result of this solicitation. The Government estimate for each anticipated contract is $14,000.
