following RFI is issued by the 311th HSW/PKOB at Brooks AFB TX to
conduct market research and to formulate the acquisition strategy in
support of base conveyance security requirements. PKOB's contracted
efforts are customer funded, meaning that specific technical
requirements are unknown and funding is unavailable until firm
requirements are presented to PKOB by its customer. PKOB intends to
award to one Prime Contractor who will be responsible for all aspects
of the requirement. Information submitted in response to this RFI will
be used for planning purposes, only. This Request For Information is
IAW FAR 15.201 -- Exchanges With Industry Before Receipt of Proposals
and FAR Clause 52.215-3 applies. This project involves the installation
of new security fencing, automated vehicular gates, pedestrian
turnstiles, video surveillance, intrusion alarm system, and a
centralized swipe card badge system. A. SECURITY FENCING: Fencing
requirements include fencing five areas with an approximate total of
16,000 linear feet. The fencing shall consist of six-foot security type
chain link fencing with outward-facing triple stranded barbed wire
outriggers. There will be approximately eight automated vehicle gates
controlled by a card swipe reader and eight pedestrian turnstiles
controlled by a card swipe reader. B. CENTRALIZED SWIPE CARD BADGE
SYSTEM: Installation of a centralized swipe card computerized entry
control system shall consist of all hardware and software capable of
controlling the automated vehicle gates, pedestrian turnstiles, and
approximately 200 building exterior and interior doorway entry control
points. The installed system shall be easily expandable to a minimum
of 500 control points. This system shall allow complete monitoring of
the system and control of all control points from a single remote
location. All control points shall have the capability of requiring a
PIN code in addition to a badge for entry. C. VIDEO SURVEILLANCE &
INTRUSION ALARM SYSTEM: One of the fenced compounds shall be equipped
with an exterior alarm system, an exterior low-light level video camera
system, and area lighting system that can be remotely controlled. Three
additional video camera systems shall be installed with the capability
of remote monitoring. All camera systems shall have recording
capabilities. D. CENTRALIZED CONTROL: An existing room shall be
converted into a command and control center. The card swipe and camera
systems will controlled from this, to-be- determined, location. E.
ADDITIONAL REQUIREMENTS: A stand alone system consisting of two vehicle
gates using a PIN number system for entry shall be required and stand
alone residential alarm systems shall be installed in approximately 180
residential units. Future updates will be posted on the San Antonio RFP
