The Operational Contracting Division, ESC/PKOC intends to negotiate and award a sole source contract to Verizon (formerly Bell Atlantic) for the removal of aerial telecommunications lines from the existing telephone poles and installing lines in the existing underground conduit, under FAR 6.302, only one or a limited number of responsible sources. The government intends to award a contract using Far Part 15 procedures. Verizon is the only firm that is believed to be able to meet this capability as they have ownership of the telecommunications lines at Hanscom Air Force Base. If any firm believes it can be responsive to this requirement, it should submit its qualifications and capabilities to the Operational Contracting Office, 104 Barksdale Street, Hanscom AFB MA 01731-1806, Attn: Cindy Lewandowski, no later than 15 Sep 00 for consideration.
