Notice is hereby provided of the Government requirement to procure for
the construction of alterations to vacant office space (approx. 8,800
SF), on the fifth (5th) floor of the James T. Foley Courthouse, Albany,
NY. The successful contractor shall furnish all necessary labor,
materials, and supervision. The proposed construction includes, but is
not limited to, partitioning, ceilings, flooring, wall finishes, HVAC,
electrical power, lighting, plumbing and fire alarm devices. This
procurement is open to competition among both large and small business
concerns pursuant to the Small Business Competitiveness Demonstration
Program (FAR subpart 19.10). The magnitude of this construction
project is estimated between $500,000 and $1,000,000. The standard
industrial classification (SIC) code is 1542 and the size standard is
$27.5 million. Performance and payment bonds will be required following
award pursuant to the Miller Act. A bid guarantee is also required. The
solicitation will contain a 10% price evaluation preference for HUBZone
small business concerns pursuant to FAR 52.219-4; an additional 10%
Price Evaluation Adjustment will be available to small disadvantaged
business concerns from the states of AL, AR, IL, IN, KY, LA, MI, MS,
NJ, NY, OH, OK, PA, TN, TX, and WI pursuant to FAR 52.219-23 (ALT II).
The required construction completion date is 150 days commencing one
day after the notice to proceed. The tentative solicitation issuance
date is September 11, 2000. Bid opening date is tentatively scheduled
for October 11, 2000. All responsible sources may submit a proposal
that will be considered by the agency. Contractors are requested to
provide a street address as drawings and specifications cannot be
delivered to a post office box. Specifications and drawings will be
furnished with the solicitation by mail request or electronic mail
only. Only one solicitation package will be provided per contractor.
