Engineering Service Center's (NFESC's), intent to purchase commercially
available environmental engineering support for the Marine Corps Base
Hawaii's (MCBH's) Environmental Department to: 1) inventory and assess
the current condition of coral reef ecosystems within the 500-yard
security buffer zone of MCBH Mokapu, and along ship-to-shore and
shore-to-shore transit corridors used by Marine and Navy vessels within
Kane'ohe Bay and between Kailua Bay and MCTAB; identify uses, impacts,
access and other demands of stakeholder groups to these coral reef
ecosystems that pose present or potential threats to the sustained
health of these coral reef ecosystems and/or pose risks to sustainable
USMC use of these areas for vital transit, training maneuvers, and
security buffer protection purposes; summarize findings and correlated
management concerns; and provide recommendations on priority short-
and long-term management goals, programs, and activities based on these
findings in the form of a Coral Reef Ecosystem Management Plan (CREMP)
which must be completed by the Congressionally-mandated deadline of
November 2001; 2) assess regional habitat enhancement opportunities for
MCBH endangered Hawaiian stilt and identify relative value and
conditions of MCBH habitat (Nu'upia Ponds and various small wetlands on
Mokapu and MCTAB) and on non-MCBH habitat in the region; assess impacts
of current actions (or non actions) to improve habitat on these sites
and their likely contribution to successful present/potential stilt
utilization; findings and correlated management concerns shall be
summarized and recommendations offered on priority short- and long-term
management goals, programs and activities to be pursued by MCBH alone
and/or in cooperation with regional stakeholder partners to improve
regional Hawaiian stilt recovery; and, 3) develop an Invasive Species
Management Plan (ISMP) that incorporates the current exemplary control
and management programs, enhance the existing but deficient nuisance
wildlife control program, coordinate vertebrate pest control with the
Base Pest Management Plan, and integrate the invasive species control
with the landscape/grounds maintenance concerns. Each task shall be
incorporated in the MCBH NEPA compliant Integrated Natural Resource
Management Plan (INRMP). The proposals will be evaluated based on the
following criteria in order of importance (Best Value):
1)Qualifications of Personnel- Provide resumes of people actually doing
the work. Limit each resume to two pages per person being proposed.
2)Past Performance- Each offeror must provide three references for
previous performance. Include the dollar amount of the reference, a
brief description of work (no more than one page) and a current point
of contact. The offeros should be sensitive to Hawaiian cultural
concerns. The winning offeror will interact with state and local
Hawaiian organizations/Government. They must demonstrate an in-depth
knowledge of guidelines and policies applicable to the work defined in
the Statement of Work; such as NEPA, State of Hawaii, DOD, and Marine
Corps Natural and Cultural Resource Protection guidelines and policy
compliance. Include this in Past Performance Description and/or provide
a one page description of the applicable areas previously mentioned.
3)Technical Approach- Each offeror shall provide a clear understanding
of the technical requirements of the Staement of work. Limited to
three pages. Failure to provide any of the information requested in the
solicitation can cause your offer to be non-responsive. The proposed
