The purpose of this notification is to solicit vendor comments on a DRAFT Statement of Work (SOW) for Business Management Redesign (BMR) COTS Software and Integration Services in support of the Defense Finance and Accounting Service (DFAS). THIS IS NOT A SOLICITATION. No solicitation document exists at this time. Should a solicitation be issued, a separate pre-solicitation notice will be posted to the Commerce Business Daily. All requests for a solicitation document shall be disregarded. The DFAS desires to purchase an integrated management information system to support the Accounting and Resource Management functions for its Defense Working Capital Fund (DWCF) and General Fund business areas. It is our intent to meet this requirement through the implementation of a Commercial-Off-The-Shelf (COTS) software package (or an integrated suite of COTS software packages) and related implementation/integration services available through GSA Schedule. JFMIP certification is required for all accounting software.The DRAFT Statement of Work for BMR COTS Software and Integration can be downloaded from the web site http://www.dfas.mil/aso/contract/. No hard copies shall be distributed. DFAS seeks industry comment on all aspects of the Statement of Work, in particular, specific feedback on the feasibility of the final completion date of October 1, 2000. All vendor comments shall be returned in writing to the Contract Specialist, Ms. Katie Kley, either via FAX at (703) 602-5642 or via email at katie.kley@dfas.mil no later than September 11, 2000. Vendors are advised that funding of the government estimate is currently identified for this requirement by the requesting agency. Failure to comment on the Draft SOW will in no way affect a vendor's ability to propose on any forthcoming solicitation. The Government will not reimburse vendors for any time spent or documents prepared in the review and comment on this Draft SOW.
