The Fleet and Industrial Supply Center Puget Sound has a requirement for technical representative services to accomplish upgrade of the USS Carl Vinson (CVN 70) JP-5 Fuel Control Console as developed by GEMS Sensor. The upgrade installation will be accomplished on both the Forward and Aft Ship's Consoles. The services shall also include pre and post mod testing and certification. The GEM Sensor material involved with the installation has already been procured. Due to the proprietary nature of the testing and certification process, the Government intends to negotiate this contract only with GEMS Sensors, Inc, Plainville, CT 06062. Services to be performed at the Puget Sound Naval Shipyard, is required to begin on 20 Nov 2000 and be complete by 01 Feb 2001. Per FAR 5.203(h), the solicitation closing date has been reduced to 16 days from the publishing of this announcement. The procedures of FAR Part 12, Commercial Acquisition, will be utilized. This notice of intent is not a request for competitive proposals. A determination by the Government to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. It is anticipated that the RFP will be issued on or about 06 Sep 00 and close on 15 Sep 00. No telephone requests for the solicitation package will be honored.
