The Naval Undersea Warfare Center Division, Newport intends to award a one (1) year [with four (4) one year options] Indefinite Delivery Indefinite Quantity (ID/IQ) Services type contract with Cost Plus Fixed Fee (CPFF) provisions. It is contemplated that Term and Completion task orders will be issued under the contract to obtain Program and Financial Management Support Services on all fixed and deployable underwater ranges for the Code 70 Engineering, Test and Evaluation(ET&E) Department. The task areas are as follows: Program Management Support, Project Documentation Support, Financial Management Support, Production Management Support, Logistics Management Support, Financial/Technical Studies and Analyses, Information Management Support, Metrics Analysis Report. In the course of performing, the successful contractor will provide Management Support Services while having access to the proprietary data of other companies. As a result, organizational conflict of interest clauses will be applicable. The estimated contract award is for approximately 252,500 hours which equates to approximately 37 people comprised of 12 categories of labor with the following KEY categories: Manager, Administrative IV (30,000 hours), Manager, Program/Project III (20,000 hours). Best-value evaluation criteria for Technical Capability and Cost factors are anticipated and a Multiple Awards option is included. The Technical Capability sub-factors include; Technical Approach, Personnel and Past Performance. This is a follow-on acquisition to contract N66604-96-D-A460 with Aquidneck Management Associates, Ltd. of Middletown, RI. This procurement is Set-Aside 100% for Small Businesses.
