Nelson 612-725-2189 VA Medical Center (VAMC), Minneapolis, MN solicits
the following with procurement being conducted under FAR Subpart 13.5
Test Program; simplified acquisition procedures apply. VA will conduct
the procurement according to a combination of FAR Par 12, Acquisition
of Commercial Items and Part 13, Simplified Acquisition Procedures as
supplemented with additional information included in this notice.
Solicitation #RFP 618-148-00 is assigned as Request for Proposal.
Solicitation documents and incorporated provisions and clauses are
those in effect through Federal Acquisition Circular 97-19. This
procurement is issued for full and open competition. NAICS code is
235110 and the small business size standard is $7 million. A
pre-proposal SITE WALK is scheduled for Tuesday, September 12, 2000 at
9:30 a.m. local time. Meet at Building 222, Fort Snelling grounds
located south of VA Medical Center and Crosstown Hwy 62. Failure to
attend this conference will not relieve the successful Contractor from
compliance with all specifications, terms and conditions of resultant
contract. Provide all labor and equipment and necessary materials,
technical expertise and supervision to provide one (1) each inplace
replacement boiler complete with all mechanical and electrical
appurtenances and steam distribution system revisions necessary to
provide a complete and viable steam heating system for Building 222;
furnish and install steam boiler, approximately 2 million BTU; connect
to and upgrade existing steam distribution/radiation system; replace
traps and condensate pumping system; provide boiler and piping layout
and verify capacity requirements; remove asbestos in machine room from
piping and existing boilers; remove and dispose of two (2) existing
boilers, (one (1) William Bros, Serial No. 264635 (617) and one (1)
Heggie Simplex Boiler Company, Serial No. 15166 (7525D); with 15#
operating pressure, fire tube and natural gas); test systems and
certify operation. Anticipate award on or before 9/30/00. After Notice
of Award, Contractor will develop a Schedule of Work that will include
ordering materials for delivery to Bldg. 222 (approximately 90 day
delivery period Contractor may deliver to Government site and request
payment for same) and restart project in the spring, 2001; installation
period will not exceed 60 days; if weather conditions prevent testing
of fully operational boiler, contractor will be required to start up
and run, when weather permits, to effectively ensure operation. Buy
American Act applies. Warrant labor and material for 2 year period
after acceptance by Government. Award will be firm fixed-price
contract, FOB destination with progress payments in arrears on
certified invoice(s). Service Contract Act is applicable to resultant
