An A-76 cost comparison study is being conducted for the Directorate of Human Resources and Community Services (DHC) at Fort McCoy, WI, which includes a satellite military retirement services activity at Concord, CA, in accordance with the OMB Circular A-76 Performance of Commercial Activities. The study encompasses 19 spaces and the positions that include Government-In-Nature functions are undetermined at this time. The Contracting Office at Fort McCoy anticipates the contract type will be a cost plus award fee. Contract term will consist of a phase-in period, base year, plus four option years. The Standard Industrial Classification (SIC) Code is 8744 and the small business is $5 million annual average gross revenue of the concern for the last three fiscal years including Foreign and Domestic affiliates. Based on the results of the cost comparison the Government may elect to award a contract or to retain the functions in-house. Functions include complete operation of 1) Adjutant General, 2) RetirementServices, 3) Personnel Automation and Record Branch, 4) Personnel Strength and Operation, 5) Personnel Retention Branch, and 6) Presidential/Congressional/Special Interest Inquiries. The above functions are not all inclusive. Contractors are required to provide all management and labor required for the operation and management of the functions listed.
