plans to issue a Request for Quotation (RFQ) for (1) One Field Monitor,
Model FM5004; (2) One Field Probe, Model FP5033 kit; and (3) Two Field
Probe, Model FP5034 kits. This procurement is being conducted under
the Simplified Acquisition Procedures (SAP). NASA/JSC intends to
purchase the items from Amplifier Research. This hardware will be used
to monitor electric field (E-Field) levels whenever radiated
susceptibility tests are performed. The Amplifier Research isotropic
E-Field probe kits FP5033 and FP5034 are designed to make EMC/EMI
measurements whenever high-level E-Fields are under investigation. The
probe kits interface with the FM5004 control center, which provides
digital and visual outputs for accurate electric field monitoring. The
equipment specified in this procurment is the only unit availble that
is fully compatible with the NASA Johnson Space Center's current
E-Field monitoring system. The Government intends to acquire a
commercial item using FAR Part 12. Interested organizations may submit
their capabilities and qualifications to perform the effort in writing
to the identified point of contact not later than 4:30 p.m. local time
on September 7, 2000. Such capabilities/qualifications will be
evaluated solely for the purpose of determining whether or not to
conduct this procurement on a competitive basis. A determination by the
Government not to compete this proposed effort on a full and open
competition basis, based upon responses to this notice is solely within
the discretion of the government. Oral communications are not
acceptable in response to this notice. All responsible sources may
submit an offer which shall be considered by the agency. An Ombudsman
