plans to issue a Request for Quotation (RFQ) for two (2) Litton LN-200
IMU Model 311875-11222 and three (3) Connectors for Litton LN-200
Model 926461-1. Pursuant to FAR 6.302-1, supplies are deemed to be
available only from the original source. This procurement is being
conducted under the Simplified Acquisition Procedures (SAP). NASA/DFRC
intends to purchase the items from Litton Guidance and Control Systems
of Woodland Hills, CA. In support of the REVCON Autonomous Formation
Flight Project, UCLA is developing a state-of-the-art GPS system
coupled with an Inertial Measurement Unit (IMU). Once completed, the
UCLA system will fly on two Dryden F-18 aircraft during the AFF
program. The UCLA system will control the aircraft's flight. The new
system is being developed and tested with a Litton LN-200 IMU because
of its high accuracy. Additionally, NASA Dryden has purchased a GPS
simulator on which to test the new equipment that has a built-in Litton
LN-200 simulator. Thus, the Litton LN-200 model is required in order to
maintain the integrity and congruency of the software and hardware
currently in development. The Government intends to acquire commercial
items using FAR Part 12. Interested organizations may submit their
capabilities and qualifications to perform the effort in writing to the
identified point of contact not later than 4:00 p.m. PDT on September
7, 2000. Such capabilities/qualifications will be evaluated solely for
the purpose of determining whether or not to conduct this procurement
on a competitive basis. A determination by the Government not to
compete this proposed effort on a full and open competition basis,
based upon responses to this notice is solely within the discretion of
the government. Oral communications are acceptable in response to this
notice. All responsible sources may submit an offer which shall be
considered by the agency. An Ombudsman has been appointed. See NASA
