INFORMATION. THIS IS NOT A REQUEST FOR PROPOSALS. This synopsis is
requesting information for consideration by the government for future
acquisition program planning. This request should not to be construed
as a commitment by the Government to fund for development or
acquisition. The Naval Explosive Ordnance Disposal Technology Division
(NAVEODTECHDIV), Indian Head, Maryland, is searching for sources who
can supply innovative and realistic devices and methods, (i.e. can be
demonstrated in the near term with proven technology) of autonomously
attaching a small device, (approximately ten (10) pounds in weight,
such as a cylinder with external dimensions of approximately twelve
(12) inches long and four (4) inches diameter), that are delivered by
divers or unmanned vehicles to underwater objects-target found in the
operating depths from sixty-six (66) to five (5) feet of sea water
(fsw). The underwater objects-target may not necessarily be fixed to
the seabed and could therefore be prone to migration/movement by tidal
stream and or surface wave action. Subsequently any such positioned
device must be able to maintain it's relative position to the
underwater object target (e.g. remain securely attached). Any
significant change, i.e. greater than one (1) foot, from the initial
stand off distance of the device between the underwater object-target
and the attached device would be considered a mission critical failure.
The device must be able to maintain it's relative position from the
underwater object-target for a minimum of one (1) day. It will be
operating in potentially high ambient noise environments such as those
found close to shore. Once delivered by a diver or unmanned vehicle),
the device must be able to attach itself without further assistance
from the diver/unmanned vehicle once the diver/unmanned vehicle has
left the area. Interested entities should submit written responses and
include any videotapes demonstrating the ability of the subject
concept or system, togetherwith detailed technical descriptions to:

submitted should be pertinent and specific to the technical area under
consideration. There is no specific format or outline that your
response must follow. Only written submission and videotape responses
will be assessed at this time. If a formal demonstration at contractor
expense is possible or determined to be desirable, you will be duly
contacted at a later date. It is encouraged to submit other descriptive
literature and any other specific and pertinent information that would
enhance our consideration and evaluation of the information submitted.
Firms responding should indicate whether they area small business, a
socially and economically disadvantages business, or a woman-owned
business. Please include two (2) copies of each response. Each response
must reference the sources sought title and must be limited in length
to ten (10) typed pages (not including the additional descriptive
