Administration's National Center for Utilities Management; 805
Broadway, Suite 205; Vancouver, WA 98660, is seeking potential sources
to support its Gas Utility Services program as defined in Part 41 of
the Federal Acquisition Regulation (FAR)(48 CFR 41.102). Potential
sources interested in this SBA Pilot Program involving Gas Utility
Services will be required to supply all necessary labor, materials,
tools, and equipment needed to provide Gas Utility Services to Federal
Facilities. The award of an indefinite-delivery, indefinite-quantity,
type contract is anticipated. Fixed-price task orders with economic
price adjustments will be issued. Task Orders will identify the
specified Receipt Point for each Federal Facility. The contractor shall
guarantee delivery of Gas Utility Services to the Delivery Point
specified in the Task Order. The proposed contract will be a 100%
set-aside for the 8(a) Program. 8(a) concerns certified by the U.S.
Small Business Administration and also 8(a) firms considered a small
disadvantaged business, a women-owned small business, and a HUBZone
participant are encouraged to respond. The contractor shall be
qualified as an 8(a) concern engaged in management of Gas distribution
and delivery. The contractor shall perform specific tasks identified
in each Task Order to include, but not limited to, transportation,
nominating, balancing, metering and billing for Gas Utility Services.
The contemplated term for the proposed Gas Utility Services contract is
10 years. Interested parties may submit technical capability brochures
that contain pertinent and specific information regarding its
company's; (1) Experience: Provide an outline of previous projects and
current work being performed in the natural gas utility industry; (2)
Personnel: List names, professional qualification and specific
experiences of technical personnel on staff who already have the
required expertise and those who may be assigned to the proposed
project; (3) Facilities and Equipment: Identify and provide description
of the facilities and equipment the company has available that may be
required to perform the proposed effort ; (4) Financial Capacity: This
Program is designated High-Financial-Risk. The small business concerns
involved will assume all risks and consequently must bear the total
financial responsibility to sustain the Gas Utility Services contract.
The 8(a) concern must identify its current financial resources,
including working capital, to support the acquisition and demonstrate
how its company can independently and effectively satisfy the requisite
financing needs. The information required above must be submitted to
