assistance is required to assist the NRC's Office of NMSS in the
preparation and review of environmental and safety documents. The
contractor will be required to provide technical assistance to support
NMSS staff in producing safety and environmental reviews for fuel
cycle facilities, independent spent fuel storage installations
(ISFSI's), materials licensees, spent fuel storage casks, and
decommissioning sites. The contractor will support NMSS staff in
preparing Environmental Impact Statements (EISs), supporting the
completion of EISs already under preparation, reviewing environmental
assessments, reviewing other agencies' EISs, and producing safety
evaluations for sites undergoing EISs. A cost-plus-fixed-fee indefinite
delivery type contract will be negotiated. The period of performance is
one year with the option to extend the period of performance four
additional one-year periods. This is not a Request for Proposal (RFP).
Proposals for this requirement may be submitted by all concerns, i.e.,
large businesses, small businesses, and small businesses owned and
controlled by socially and economically disadvantaged individuals.
Notice to large businesses: The subcontracting plan requirements of
P.L. 95-507 are applicable to this procurement. Thus, all large
businesses determined to be within the competitive range must be
prepared to submit a detailed subcontracting plan. The SIC Code for
this procurement is 8999. The size standard for this requirement is
average annual receipts of $5 million over the past three years, as set
forth under Standard Industrial Classification 8999. A copy of the RFP

the RFP will be posted on the Internet on or about September 5, 2000.
The closing date for proposals is 30 days after issue date of
