synopsis/solicitation for various commercial items/services prepared in
accordance with the format in Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation, a quote is being requested and A
WRITTEN SOLICITATION WILL NOT BE ISSUED. Solicitation N61339-00-T-0138
is issued as a request for quote and incorporates the provisions and
clauses in effect through Federal Acquisition Circular 97-19. This
procurement is set-aside for small business. The SIC Code for this
solicitation is 8711 with a dollar amount of $20mil. The following
items are required: CLIN 0001, Repair of the CH-53D Composite
Maintenance Trainer per below Statement of Work. SCOPE. This Statement
of Work describes how the contractor will support the Naval Aviation
Training Systems (PMA-205) Program Office and the Naval Air Maintenance
Training Group in the repair and rework of selected Naval Aviation
Training Systems. In addition to effecting trainer repairs and
performing the actual rework of identified NAMTS, the contractor will
support evaluation of repair requirements, develop work plans, provide
engineering support, provide manufacturing support, perform quality
inspections, develop test procedures, perform operational checks, and
update trainer/training device technical documentation. 1. 1
Background. The Naval Air Systems Command Program Manager for
Acquisition of Aviation Training Systems (PMA-205) provides life cycle
management of Naval Aviation Training Systems (NATS). These systems
are structured in a coherent program to provide for the successful
introduction and follow-on support of the parent weapons systems. This
program provides management and technical support to individual weapon
system program managers and coordinators to ensure that training
systems meet required objectives. Further, PMA-205 exercises the
required management and technical controls for training systems
associated with out-of-production weapon systems and generalized
training systems to fulfill both weapon systems and non-weapon system
specific program objectives and fleet/training command requirements.
The NAMTRAGRU is the designated Training Agent that provides formal
fleet maintenance training. The NAMTRAGRU also provides support to
PMA-205 Assistant Program Managers for Training Systems as follows: (1)
Provides trainer/training device maintenance support when within the
scope of their expertise. (2) Identifies the maintenance requirements
outside their capabilities that negatively impact the training system.
(3) Recommends maintenance trainer/training device design, procurement
and repair. (4) Recommends acceptance/non-acceptance of
trainers/training devices. (5) Provides standardization between
training sites. (6) Develops present and long-range requirement
recommendations for Chief of Naval Operations (CNO), NAVAIRSYSCOM, and
Chief of Naval Education and Training (CNET). Naval Aviation Training
Systems (NATS) have as an integral component, a variety of Naval
Aviation MaintenanceTrainers/Training Devices (NAMTS) which have a wide
range of designs which depend upon the delivery of commands via
electronic coding/signals to control the operation of mechanical
components to simulate/emulate the actual performance of the weapon
platform systems. Naval Air Maintenance Training Group currently has
numerous trainers that require repairs or complete rework due to
specific discrepancies and/or that the overall general material
condition of the trainer has deteriorated to the point that the
trainers are not reliable. This Statement of Work describes the level
of effort required to return the trainers listed in Appendix A to their
optimal operating condition. 2. APPLICABLE DOCUMENTS: The following
documents are listed for reference purposes only: OPNAVINST 4790.2G --
Naval Aviation Maintenance Program (NAMP); NAMTRAGRUINST 4790.2F --
Naval Air Maintenance Trainer (NAMT) Maintenance Program 3.
REQUIREMENTS. 3.1 General Requirements: The contractor shall organize,
coordinate,and control all program activities to ensure compliance
with the contract requirements and the timely delivery of the required
products and services. 3.1.1 Detailed Tasks. 3.1.1.1 Operational Check
of Trainer -- The contractor shall conduct an end-to end operational
check of the identified trainers to baseline their operational and
material condition. The contractor shall utilize the test procedures
outlined in the Manual of Operations and Maintenance Instructions
(MOMI) for each trainer listed in Appendix A. 3.1.1.2 Overhaul/Repair
of Trainer -- Once the baseline has been established, the contractor
shall perform an overhaul/repair of the trainer and return the trainer
to an operational status, which satisfies fleet training requirements
as approved by OPNAV. Appendix A provides a list of trainers requiring
rework/repair and provides additional detailed work requirements for
each trainer covered under this Statement of Work. Trainers listed in
Appendix A are in priority order, however, this order may be modified
by the COR to maximize the benefits of the government. Additional
trainers may be added as necessary by the COR provided cost/schedule is
not impacted. If either cost or schedule is impacted, formal approval
from the contracting officer is required prior to commencing any
rework/repair effort. The deliverable for this task shall be a
technical report detailing the findings of the evaluation, repairs
undertaken, and documentation updates for each individual
trainer/training system. (DI-MISC-80508) 3.1.1.3 Progress Reports. The
contractor shall provide monthly progress reports. (DI-ILSS-80227).
3.1.2 Contractor Furnished Materials. The contractor will furnish all
materials required in support of the NAMT rework effort with the
exception of material and equipment listed in paragraph 3.1.3. 3.1.3
Government Furnished Equipment (GFE) -- A. CH-53D Composite Maintenance
Trainer. 3.1.4 Travel -- Travel will be required to the following
locations: NAMTRAGRUDET McCutcheon Field, MCAS New River. 4. ACCEPTANCE
INSPECTION. 4.1 In-plant Preliminary Acceptance Inspection. If the NAMT
rework/repair has been performed at the contractor's facility, a joint
Government/Contractor in-plant preliminary acceptance inspection shall
be conducted at the contractor's facility prior to shipment of the NAMT
to the Government site. The Manual of Operations and Maintenance
Instructions for each trainer, including any updates to the MOMI
required as a result of this rework effort, will be utilized for
systems operational test procedures. 4.2 Final Acceptance Inspection.
A joint Government/Contractor on-site final acceptance test shall be
conducted at the user site after shipment and/or installation is
complete. If the NAMT rework/repair has been performed at the
Government site, a joint Government/contractor final acceptance test
shall be conducted on all disturbed systems upon completion of the
repair effort. Trainer acceptance inspections shall be performed in
accordance with updated MOMI and applicable aircraft maintenance
manuals. The inspection and test shall also consist of the following
inspections/tests: a. Visual Inspection: a visual inspection of the
trainer exterior for general workmanship and absence of defects or
damage. b. Operational Systems Test: These tests consist of operating
the trainer in accordance with the updated MOMI to ensure that overall
performance requirements for any systems disturbed during repair of
the NAMT are in accordance with this document. Detailed work
Requirements. Perform a repair of the CH-53D Composite Maintenance
Trainer, Milserno 980532-1002-01, located at NAMTRAGRUDET McCutcheon
Field, MCAS New River N.C. Repair to include the following as a
minimum: a. Contractor will provide all labor, materials, and travel
associated with the manufacture, delivery, and set-up of a Hydraulic
Power Unit for the CH-53D Composite Maintenance Trainer. b. The
Hydraulic Power Unit must be a remote, mobile unit, with a self
contained reservoir and must provide constant flow, and constant
cooling capabilities for operating the First Stage, Second Stage, and
Utility Hydraulic Systems of the CH-53D CMT. c. Hydraulic Power Unit
Motor Specifications: 30 Horse Power, 240 VAC, 3 Phase, 60 HZ. d.
Hydraulic Power Unit Pump Specifications: 3450 PSI at 0 flow, 3300 PSI
at 15 GPM full flow motors. e. Hydraulic Power Unit must be sufficient
to operate trainer IAW the CH-53D Manual of Operations and Maintenance
Instructions, NAMTG 100101. The Government will award to the offeror
submitting the best value proposal considering price and other factors.
Evaluation factors -- price, technical approach, past performance and
delivery. All evaluation factors other than costs or price, when
combined, are approximately equal to cost and price. Acceptance shall
be made at destination upon delivery. Submission of your delivery
schedule and technical approach is required with your proposal.
Delivery shall be made FOB Destination. The following FAR/DFAR
provisions and clauses apply to this acquisition: 52.212-1, 52.212-3
ALTERNATE 1, 52.212-4, 52.212-5 (Dev), 252.212-7001. The following
subparagraphs of FAR 52.212-5(b) apply: (12), (13), (14), (15), (16),
(22). The following subparagraphs of FAR 52.212-5(c) apply: None. The
following clauses of DFARS 52.212-7001(b) and (c) apply: 252-225-7001.
A COMPLETED COPY OF THE FOLLOWING MUST BE INCLUDED WITH THE QUOTE: FAR
52.212-3 AND DFARS 252.212-7000. The following clause also apply: DFARS
252.204-7004, "Required Central Contractor Registration". The DPAS
rating for this solicitation is N/A. See Note 1 (forty-five days is
