Source Selection construction contract for the construction of 2
one-module, Type 1 Modified Aircraft Maintenance Hangars (P-522 and
P-524) on reinforced concrete pile foundations. Construction features
will consist of reinforced concrete floors, metal frames, concrete
masonry block walls, steel trussed ceiling, built-up roofing, fire
sprinkler system in administrative areas, aqueous film forming
sprinkler system in the hangar bays, and two 6804 kg bridge cranes. The
height of the hangars will accommodate E-2C aircraft. The hangars will
contain administrative, equipment, and hangar space. Additional items
include utilities (electrical and mechanical), site improvements, 400
Hz D.C. power distribution system, compressed air system, air
conditioning/heating of personnel administrative spaces, and state of
the art energy saving equipment. The project includes a new aircraft
parking apron, replacement of existing parking apron for E-2C planes,
and new parking for 200 privately owned vehicles. The requirements for
the technical Source Selection criteria factors are as follows:
Technical Factors: (1) Corporate Experience; (2) Past Performance; (3)
Management Approach and Schedule; (4) Key Personnel and Safety
Performance; Sub-factor (4a) Key Personnel; Sub-factor (4b) Safety
Record; Sub-factor (4b1) Experience Modification Rating; Sub-factor
(4b2) OSHA Incidence Rate; and (5) Price. During the first review,
offerors' proposals will be evaluated on technical only. The second
review will consist of price analysis. Overall, technical and price
factors will be of equal significance. The Government reserves the
right to reject any or all proposals prior to award; to negotiate with
any or all offerors; to award the contract to other than the lowest
total price; and to award to the offeror submitting the proposal
determined by the Government to be the most advantageous to the
Government. OFFERORS ARE ADVISED THAT AN AWARD MAY BE MADE WITHOUT
DISCUSSION OR ANY CONTACT CONCERNING THE PROPOSALS RECEIVED. Proposers
should not assume they will be contacted, or afforded the opportunity
to qualify, discuss, or revise their proposals. However, the
Government also reserves the right to contact offerors for the purpose
of clarifying aspects of their proposal. The Government also reserves
the right to enter into discussions if deem necessary, and if
discussions are conducted the offerors will be afforded the opportunity
to revise their proposals. The Solicitation Release date is
approximately 13 September 2000. The receipt date for Technical
Proposals is approximately 13 October 2000. The solicitation is

Acrobat PDF file format on CD ROM. The free Acrobat Reader, required to
view the PDF files, is provided on the CD or can be downloaded from the
Adobe website. A charge will be made for each CD. The cost is $12.50
