Library is a general library, providing Air Force Library and Information System (AFLIS) tri-fold program support to Mission, Education, and Quality of Life. Work includes general administration of the library, collection management, financial management, marketing, public services, mission support, and education support. This is a competitive best-value acquisition in which offerors_ experience in library operation will receive more consideration than price. This proposed solicitation is being considered as a 100 percent set-aside for historically black colleges and universities (HBCUs) and minority institutions (MIs), as defined by the clause at 252.226-7000 of the Defense Federal Acquisition Regulation Supplement. Reference CBD Numbered Note 7. Interested HBCUs and MIs should provide the contracting office as early as possible, but not later than 15 days after this notice, evidence of their capability to perform the contract, and a positive statement of their eligibility as an HBCU or MI. If adequate response is not received from HBCUs and MIs, the solicitation will instead be issued, without further notice, as 100% set-aside for small business. Therefore, replies to this notice are also requested from small businesses. The SIC Code for this solicitation is 8231. Issue date is on or after 15 May 00. This modification is to extend the due date for this solicitation to 22 Aug 00/1600. Proposed contract is for basic year plus four-one year options. This solicitation will be distributed solely on the World Wide Web at the following address http://www.eps.gov. No paper copies of this solicitation will be mailed. This notice does not obligate the Government to award a contract, does not restrict the Government in its ultimate acquisition approach or obligate the Government to pay for any proposal preparation costs.
