synopsis/solicitation for commercial items prepared in accordance with
the format in the Federal Acquisition Regulations (FAR) Subpart 12.6,
as supplemented with additional information included in this notice.
This announcement constitutes the only solicitation; quotes are hereby
being requested and a written solicitation will not be issued. The
solicitation number is N66001-00-Q-1132. The solicitation is being
issued as a Request for Quotations (RFQ). Pursuant to the authority of
FAR 13.5, this acquisition will be conducted using Simplified
Acquisition Procedures. The incorporated FAR and DoD FAR Supplement
(DFARS) provisions and clauses in this RFQ are those versions in effect
on the date of issuance of this RFQ, FAC 97-19. This procurement is
restricted to 100 percent small business set-aside. The associated SIC
code is 7371 (18.0 million; size standard in millions of dollars). The
award resultant from this RFQ will be a Firm Fixed-Price contract.
Contract Line Item Number CLIN 0001: Software Enhancement/Modified
Software; CLIN 0002: Effort of Services; CLIN 0003: Travel. CLIN 0004:
Deliverables will not be separately priced. Deliverables include:
Quarterly status report, final report, and software operating manual
specifically prepared for the delivered software. 1.0 BACKGROUND. The
Space and Naval Warfare Systems Center San Diego (SSC-SD) will procure
services to modify electronic simulation software to provide analysis
of signal distribution networks for broadband, multifunctional
electronic systems. These codes must provide flexible input/output data
formats to allow integration into a comprehensive design framework. 2.0
SCOPE. The scope of this effort involves linear/nonlinear modeling of
radio frequency (RF) and microwave electronic systems. The analysis
will include standard RF circuit components and multiple carrier
signals. 3.0 TECHNICAL REQUIREMENTS. Software must accurately predict
the propagation of multiple RF signals through an MxN broadband,
multi-functional phased array antenna system and its signal
distribution network. Analysis will include both linear and non-linear
effects. Software must allow user to define large systems of many
individual channels efficiently. The software must allow the user to
independently specify the signals input into each channel. Multiple
carrier input signals must be easily specified for each channel. The
software must also have serial and parallel input/output data options.
The software must provide the simultaneous spectral analysis of
signals that propagate through the user-defined system. It must also
predict nonlinear interference problems associated with a receiver in
terms of adjacent signal suppression, signal rejection, spurious
responses, dynamic range, harmonics, nonlinear compression
characteristics; such as 1-dB compression point, inter-modulation
products. The codes must produce accurate analysis of the desired
signals in the presence of other independent signals. In addition, it
must also have accurate determination of low-level inter-modulation
products in the presence of a large signal excitation, and perform
signal level dependence analysis, such as small/large signal analysis.
Travel is anticipated to San Diego, CA and Washington, DC at two
trips, two days each. DELIVERABLES: Deliveries must be F.O.B.
Destination to Receiving Officer, Code D242, SSC-SD, 53560 Hull Street,
San Diego, CA, 92152-5410, M/F Code D825, Dr. Serey Thai. Delivery
schedule: CLIN 0001: (1 unit) to be delivered one year from date of
award; CLIN 0004: Quarterly report providing status of progress to be
delivered quarterly from award date; final report consisting of
technology, approach, equations, formulas, and computer codes to be
delivered within 30 days from the completion date of the award; and
software operating manual specific to modified software to be delivered
when CLIN 0001 is delivered. The FAR provision at 52.212-1 "Instruction
to Offerors -- Commercial" applies to this acquisition. Award will be
made to the source whose quote is the best value, not necessarily the
lowest price. EVALUATION: (a) The Government will award a contract
resulting from this solicitation to the responsible offeror whose offer
conforming to the solicitation will be most advantageous to the
Government, price and other factors considered. The following factors
shall be used to evaluate offers: (1) Software package (quoters shall
provide a description and details of the proposed commercial software
and a detailed description of how the software package already meets
the technical requirements); (2) Specification of commercial software
package (quoters shall provide the specification and address the
technical approach); (3) Address the modifications of the software
package that are necessary to meet the technical requirements; (4)
Explain the risks involved with the approach to modify the software
package. Also explain alternative risks not considered as acceptable;
(5) Key personnel resume for Principal Investigator. Qualification of
Principal Investigator is desired: Ph.D in Electrical Engineering or
Computer Engineering, and three (3) years experience in writing
electromagnetic computer simulation code; (6) Past performance of the
company to include the title, detailed description, point of contact,
and current telephone number for each subfactor as follows: (a) Address
the quoter's ability and willingness to meet the customer's
requirements; (b) satisfactory performance of relevant and similar
projects; (c) previous experience in writing electromagnetic computer
simulation code to meet customer's needs. Describe the amount of detail
involved in this effort, to include cost negotiated, cost with
additional modifications for rewrites, date of completion negotiated,
and final date of completion; (d) previous experience in modifying
commercial software to meet customers' needs. Describe the amount of

of completion; and (7) Price. In addition, quoters shall provide a
completed copy of the FAR provision at 52.212-3 and the DFARS provision
at DFARS 252.212-7000 (both are Offeror's Representations and
