This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation N61339-00-Q-220R is issued a request for quote and incorporates the provisions and clauses in effect through Federal Acquisition Circular 97-19. This solicitation is not a small business set aside. The SIC Code for this solicitation is 8299 with a size standard of $5.0M. Chief of Naval Education and Training (CNET), Training Assessment Division has tasked the Naval Air Warfare Center Training Systems Division (NAWCTSD) to establish a BPA to provide local alternative training sources for responsive, quality fiber optic training to Navy personnel in the in the San Diego, CA; Bangor/Seattle, WA; Mayport, FL; Pascagoula, MS; New London, CT; Pearl Harbor, HI; Ingleside, TX; Yokosuka, Japan; Bahrain, Saudi Arabia; and Gaeta/Naples, Italy, Fleet Concentration Areas (FCA). This effort will include qualified vendors/schools, which are capable of providing the required instruction for Navy Fiber Optics training. The product to be purchased under this BPA is a proficiently trained student, meeting the performance and course completion standards as determined by the Local Training Authority (LTA). The training provided by the BPA Holder will encompass the course scope and learning objectives identified in Attachments A-D, and to competency skill levels defined in Attachments E-U found at the NAWCTSD URL listed below. The course may be a Government approved vendor's standard, non-modified course, or the Government furnished course tailored to the vendor's instructional methods and strategies. The BPA Holder shall provide the personnel, supervision, management, materials and equipment, and instructional technology needed to conduct training of Navy and civilian personnel in the Fiber Optic Maintenance Technician course, A-670-0063, and to the specified completion criteria identified within the course objectives and MIL-STD-2042(). BPA Holders shall keep the fiber optic instruction current with the latest technology procedures and standards of Attachments E-U, and evolving industry standards. The fiber optic training shall provide sufficient instructor induced faults to allow for the level of training to meet the individual student's competency skill level per Attachments B-F. Students must trouble- shoot and repair two faults successfully. Students shall be trained on appropriate Test Equipment to meet the requirements of Attachments B and C. The fiber optic class length is 5 days and class sized is estimated at 8 students. Annual throughput is estimated and will vary considerably from year to year. Class convenings per year per FCA are estimated as: 5 at Ingleside area; 3 at San Diego, Bangor, Mayport, and Pearl areas; 2 at New London, Yokosuka, and Gaeta/Med areas; and 1 at Pascagoula and Bahrain areas. Class attendance list shall be emailed or faxed by noon each day to the respective LTA and absences shall be reported to the LTA immediately. The Government will provide initial copies of Government Furnished Information (GFI) and materials identified in paragraph 2.1 of the Purchase Description (PD) to support the instruction of the Fiber Optic Maintenance Technician course. The GFI is provided as guidance and includes the course performance standards and/or completion criteria. The BPA Holder shall be responsible for accuracy and quality of instruction provided to Navy personnel and shall be responsible for maintenance and security of the original copies of this GFI to facilitate copying and providing all copies of course materials to HPT students. The BPA Holder shall be responsible for updates and modifications to the course to meet training proficiency standards and for accomplishing any tailoring needed for compliance or compatibility to BPA Holder instructional methods and strategies for training Navy personnel. Verification and concurrence of course changes shall be obtained from the respective homeport LTA prior to implementation of any modifications or updates to the course. In cases where course modifications are accomplished by the Navy course revisions will be provided to the BPA Holder by the respective homeport LTA. The BPA Holder instructors shall possess at least the minimum qualifications required by nationally acceptable industry or academic standards for certification as an instructor in their field of expertise per course requirements. Minimum qualifications shall include experience in shipboard fiber optic installation, attenuation testing using an OTDR, link loss testing, and fault location. Minimum certifications shall include Packard Hughes Interconnect Certification, 3M certification and Electronic Technician Association (ETA) certification. Additionally, each BPA Holder's instructors shall undergo the Navy instructor qualification process as identified in the LTA Manual for non-traditional training. BPA Holder instructors shall be certified in Cardiopulmonary Resuscitation (CPR). CPR Certification must be achieved within two months after award of the BPA or as agreed upon between BPA Holder and LTA. The Government will provide classroom facilities for the conduct of training for the Fiber Optic Maintenance Technician Course at the following areas: San Diego FCA, Mayport FCA, Pascagoula FCA, Pearl Harbor FCA, Ingleside FCA, New London FCA, Japan FCA, Bahrain FCA, Gaeta, Italy FCA, and Naples, Italy FCA. The BPA Holder shall provide facilities for Fiber Optic training at the Bangor/Seattle homeport FCA. BPA Holder facilities (whether permanently located in the area or mobile training team) shall be located within one hour driving distance from the respective homeport FCA LTA office. The BPA Holder facility shall be of adequate size/space and equipped with appropriate Fiber Optic training equipment meeting military specifications and the materials to conduct the training. The facility shall have acceptable environmental conditions (heat/air) normally found in an academic setting, utilities, and support to ensure undistracted and productive training. No Government furnished equipment will be provided under this BPA. The BPA Holder shall supply any training equipment and additional materials needed to satisfy course competency/ performance requirements. Navy Base passes shall be required for BPA Holder instructors who conduct the training specified herein on Government property. Navy or other Department of Defense personnel receiving training under this BPA will possess the necessary prerequisite training and skills for the Fiber Optic course. The BPA Holder shall immediately notify the LTA of any person who fails to meet course completion criteria or who is performing unsatisfactorily. Information to be provided to the LTA shall include the student's name, rank, social security number, and academic performance record. Government SMEs for the Fiber Optic Maintenance Technician course covered under the BPA will be made available, through the respective homeport FCA LTA, to the BPA Holder for telephone and or personal consultation and technical reviews of course modifications or updates. The BPA Holder shall notify the respective homeport FCA LTA within two days of course completion, whether or not the trainee satisfactorily completed the course. The BPA Holder is required to conduct instructor and course evaluations using student critiques. NAVEDTRA 135, Appendix F should be used for guidance in developing student critiques. All student critiques must be provided to the respective LTA within two days of course completion. Class scheduling is based upon an eight-hour working day. The BPA Holder shall adhere to the Fiber Optic class length identified in Table A or as negotiated with the respective homeport FCA LTA. Classes shall be conducted Mondays through Fridays excluding Government Holidays unless otherwise approved by the respective homeport FCA LTA. Interested vendors address the following Factors. a. Instructor Qualifications. Identify instructor qualifications, certification, and experience necessary to meet your institution's and or State's minimal requirements, as well as the certifications indicated above. Identify if you have instructor staff on hand or if you will obtain instructors, and identify if proposed instructors have Navy experience and their NEC rating. If instructor staff is not on hand, certification credentials shall be provided to the LTA prior to commencement of the course. Identify your understanding of the instructor competency requirements for each course. Identify your approach to having your instructors receive training in Navy Core values and sexual harassment. b. Instructor Understanding of Standards. Identify the instructor's knowledge and understanding of military standards, which Navy Fiber Optic Maintenance Technicians are to meet, and how you propose to meet these standards. c. Understanding of unique skills and competency requirements of Navy Fiber Optics Maintenance Technicians. Identify the unique skills and competency requirements to be attained through the Fiber Optics course and how your instructor staff is qualified to meet these requirements. d. Vendor Trouble shooting/Test plant. Describe the trouble-shooting plant that will be used in training and testing navy students and how it will allow the students to trouble-shoot and repair a minimum of two faults per student. Describe your test plant that will be used to accomplish the testing requirements identified in the course training task list. e. Transition Strategy. Describe how your institution will prepare for and commence training of the Fiber Optic course at the proposed FCA(s). Identify the preparation time required to commence the first class at each FCA. Identify the necessary instructor qualification schedule/timing and interface with the Navy LTA, and NAWCTSD PJM prior to commencement of classes, and identify the reporting procedure of class status/attendance. f. Fiber Optic Curriculum to be used. Identify whether you propose using the Government Furnished Fiber Optic Maintenance Technician Course or your Navy approved commercial course. If proposing your institution's course, identify how your curriculum meets or exceeds the course learning objectives and your approach to obtain Navy approval to use the course. g. Curriculum Changes/recommendations. Identify your procedure for maintaining concurrency of instruction to changing technology and Navy and industry standards and how you will relate change recommendations to the Navy. h. Institution's Accreditation. Identify your Certification or accreditation for the fiber optic course you propose to instruct. Provide a copy of the certification or accreditation with this response. i. Vendor Facilities and class convenings. Identify proposed facilities (whether permanent at one or more FCAs or Mobile Units) with size, environmental atmosphere, support, and equipment for conducting Fiber Optic training under this BPA and that they are within 60 minutes or less drive during rush hour traffic from the LTAs or FCA training sites. Identify the number of classes and class size you can instruct in FY01 through FY 05 at each FCA. j. Vendor Fiber Optic Training Equipment. Identify the equipment you will and how the equipment meets or exceeds that identified in the Purchase Description, Attachment D, resource requirements list. k. College/Academic Credit, License, Certificate. Identify whether or not your institution can provide college credit, license, or certificate to students. Identify the number of credit hours that would be awarded or the type certification or license where credit is not possible. l. Cost and escalation. (1) Identify the instructional cost per Fiber Optic class for each FCA being proposed under this BPA. Identify the cost of classes taught at Government facilities using Vendor provided and maintained equipment and materials and identify the cost of classes taught at Vendor facilities using Vendor provided and maintained equipment and materials. Cost is to include all tuition, fees, labs, materials, and such. Identify course materials (180 pages per student), kits, books, and such separately from the tuition and lab fees. Consider that the BPA holder will provide all instructional materials required beyond any government furnished initial copies of lesson outlines, course objectives, instructor and student guides, and special handouts. (2) Identify your projected cost escalation over five years from FY 2001 through FY 2005. Identify what the class cost each year for each. m. Past performance. Provide examples of past/present experience in training military personnel in Fiber Optics. Indicate any previous contracts/agreements with DOD, contract/agreement number and awarding agency. Provide copy of any special recognition or letters of appreciation for such training. Provide copy of any news articles that recognize your institution's excellent performance in Fiber Optic training, or any other indicatorof past performance. n. Government intends to make payment by credit card. Provide complete institution name/address/point of contact/phone. The Government reserves the right to make multiple awards. The following FAR/DFARS provisions and clauses apply to this acquisition: FAR 52.212-1, FAR 52.212-2 -- with the following evaluation factors: Technical capability and past performance when combined will be considered slightly more important than price in determining the best value to the Government. Technical factors are instructor capability, institution's technical competence, and training capability in descending order of importance. Past performance is considered less important than technical. FAR 52-212-3; FAR 212-4 (paragraph (i) -- payment will be by credit card) and paragraph (m) does not apply).
