Sciences, the Department of Defense's medical school and health
sciences university, is in need of a Senior Research Associate to serve
as a Medical Education Consultant for the Family Competency Project.
The Senior Research Associate will work on a temporary part-time (20
hours per week) basis for one year (12 months) period beginning on or
about 1 September 2000. This notice is a combined synopsis/solicitation
for commercial items, prepared in accordance with the format in FAR
subpart 12.6 as supplemented with additional information included in
this notice. This announcement constitutes the only solicitation,
quotations are being requested and a written solicitation will not be
issued. The solicitation document and incorporated provisions and
clauses are those in effect through FAC 97-19. This non-personal
service contract will require the completion specific tasks. This
notice is being used as request for quotes for: Clin 0001) Research
Associate. Qty: 1040 hours. This project involves patients and parents
in writing competencies for medical education, developing activities
to teach those competencies, and implementing and evaluating the
activities across the medical school curriculum. The project includes
research necessary to support the development and teaching of patient
-and family -- generated competencies for medical education. The
Research Associate must possess the following qualifications: excellent
communication and listening skills, both on the telephone and in
person; be able to write and edit memos, letters, reports and articles;
have experience designing and implementing research activities,
including convening focus groups, interviewing patients and families,
recruiting patients and families, participating in the development of
surveys, writing reports to summarize focus groups and other
activities, and participating in the design of research and evaluation
activities; have organizational skills necessary to plan and convene
meetings and discussion groups; have a PhD in a health-related field,
education or psychology. The Research Associate will have the following
responsibilities: coordinating a group of adult patients who
participate in project activities. This includes recruiting adult
patients, orienting them to the project, and establishing and
maintaining a database in Microsoft Access; convening focus groups of
adult patients. This includes inviting patients, scheduling dates and
rooms, planning meetings in consultation with the Contracting Officer's
Representative (COR), and facilitating focus group discussions, and
writing reports summarizing the focus groups; establishing a home visit
program in which adult patients host medical students. This includes
recruiting patients to host visits, adapting home visit materials for
parents to visits with adult patients, orienting new adult patients to
hosting home visits, and preparing veteran home visit hosts to orient
new adult patients; attending a two?day meeting at USUHS in October or
November 2000, and facilitating the involvement of adult patients in
that meeting, to provide insight about involving patients and family
members with physicians and other health care providers in learning
activities and dialog about the doctor/patient relationship; developing
learning activities with adult patients and presenting them as
opportunities to medical students in the internal medicine, surgery or
other student interest groups; providing logistic and administrative
support for focus groups and other meetings; developing a repertoire of
skills that can be used to offer research electives to medical
students; editing, analyzing and writing papers and reports; attending
project planning meetings at USUHS at least weekly; orienting patients
and families to project activities by phone and in person; holding
focus groups to write scenarios to use in research on how physicians
promote resilience, and formatting these scenarios for a pilot research
study; scoring resilience scenarios for a pilot research study on how
physicians promote resilience; providing consultation on research
design and data analysis for a pilot research study on how physicians
promote resilience. The Research Associate will be provided the
following by the Government to assist in the accomplishment of the
work: topics for focus groups; access at USUHS to a phone, computer,
Microsoft Office software, postage, copying and office supplies; a
preliminary group of at least 15 adult patient advisors; materials and
procedures used in the home visit program in which parents and
children host visits; meeting space; the format for resilience
scenarios. This acquisition incorporates the following FAR clauses:
52.212-1, "Instructions to Offerors -- Commercial Items (OCT 95);
52.212-2, "Evaluation-Commercial Items". The following evaluation
criteria are included in paragraph (a) of the provision. Addendum to
FAR 52.212-2, Evaluation factors for award: Any resulting order will be
issued to the company offering the best value to the Government, price
and other factors considered. Factors that will be considered are (i)
technical capability of the item offered to meet the Government
requirement (professional experience, academic and professional
training; (ii) price; (iii) past performance (references). Failure to
provide the information relative to each evaluation factor may render
offer non-responsive. 52.212-3, "Offeror Representations and
Certifications -- Commercial Items (Oct 95) must be completed and
submitted along with a Resume. In accordance with FAR 52.212-5,
"Contract Terms and Conditions Required to Implement Statutes or
Executive Orders-Commercial Items (Aug 96), the following clauses are
