Plant Health Inspection Service (APHIS), Wildlife Services (WS), 4101
LaPorte Avenue, Fort Collins, CO, intends to acquire a Domestic Hot
Water system for the Animal Research Building. The contractor shall
provide a "turn key" system with all required Structural, Electrical,
Plumbing, Duct work, and testing inclusive. Electrical installations
shall conform to ANSI C2, NFPA 70, and local building codes. Contractor
is required to visit site at 4101 West LaPorte Avenue prior to
submitting bid for this project. Water Heater Specifications: Water
heater shall be Weben-Jarco a-2000 model AJH having a recovery of 400
gallons per hour at 100 degrees F. Temperature rise, with an input
rating of 700,000 BTU/HR, and shall be operated on natural gas. The
heat exchanger waterway will be non-ferrous, helically wound in an
hourglass continuous coil. The single continuous coil configuration
makes for controlled water temperatures within the coil. The water
containing section shall be copper-fin tube construction having
extruded integral fins spaced 7 fins per inch. The tubes shall be
brazed to an all bronze header. Descaling of the coil can be
accomplished without disassembly of the heater. The entire heat
exchanger shall carry a limited 5 year warranty against failure caused
by defective workmanship or material. The entire unit will be factory
assembled, wired and tested. Heater shall be furnished with IIIS
(intermittent pilot burner ignition system) with 90 second or less shut
off response to pilot failure. Heater shall be equipped with E.C.O and
high limit aquastat. The water heater shall bear the ASME "H" Stamp
and shall be National Board listed for 160 PSI working pressure. Water
heater shall be AGA listed and approved as a Category 1 appliance
using type B vent material. Hot Water Heating Pipe Specifications: ASTM
A 53 electric resistance welded or seamless Schedule 40 steel pipe or
ASTM B 88 Type K1 hard drawn Copper tubing. Fittings Specifications:
Provide fittings compatible with the pipe being provided with the same
ASTM specifications. Joints for Copper Tubing Specifications: Solder
conforming to ASTM B 32 alloy grade Sb5 or Sn96. Solder and flux shall
be lead free (less than 0.2 percent of lead). Pipe Insulation
Specifications: All piping shall be insulated. Place sections of
insulation around pipe and joints tightly butted into place. Draw
jacket tight and smooth. All insulation shall be a minimum 1 inches
thick and rated for temperature applications of 400 degrees F. Or
greater. Insulation shall meet ASTM C 553 Type I Class B-3 standards.
Indication Thermometers Specifications: Thermometers shall be dial type
with an adjustable angle suitable for the service. Provide thermowell
sized for each thermometer in accordance with the thermowell
specification. Fluid-filled thermometers (mercury is not acceptable)
shall have a nominal scale diameter of 5 inches. Construction shall be
stainless-steel case with molded glass cover, stainless-steel stem and
bulb. Stem shall be straight, length as required to fit well. Equipment
Installation Specifications: Install equipment in accordance with the
manufacturer's instructions. Group equipment mounted on concrete
foundations before installing piping. Install piping in such a manner
as not to place a strain on equipment. Do not bolt flanged joints tight
unless they match. Grade, anchor, guide, and support piping without low
pockets. Install Exhaust Flue per local building codes and
manufacturer's recommendations. Manufacturer's Field Services
Specifications: Furnish the services of an engineer or technician
approved by the Hot Water Heater manufacture for installation
inspection, startup, and test of equipment as specified below. After
installation of equipment the engineer or technician shall provide a
signed written statement that the equipment is installed in accordance
with the manufacturer's recommendations. Field Quality Control
Specifications: Perform and furnish everything required for inspections
and tests as specified herein to demonstrate that the Water Heater and
auxiliary equipment, as installed, are in compliance with contract
requirements. Start up and operate the system. During this time, clean
strainers until no further accumulation of foreign material occurs.
Adjust safety and automatic control instruments as necessary to place
them in proper operation and sequence. During startup and during test,
factory-trained engineers or technicians employed by individual
suppliers of such components as burner, flame safeguard and combustion
controls and other auxiliary equipment shall be present as required,
to insure proper functioning, adjustment, and testing of individual
components and systems. Operational Tests Specifications: Operate each
boiler and appurtenances prior to final testing and insure that
necessary adjustments have been made. Provide testing equipment
required to perform tests. During this testing period, provide
operating instructions and training to persons tasked with operation of
the boiler. Acceptance Operations Test and Inspection Specifications:
Conduct a preliminary operations test operating the Water Heater for a
period of at least 8 hours to demonstrate proper operability of the
combustion control, flame safeguard control, and safety interlocks. Ten
days advance notice is required for scheduling the acceptance
operations test and inspection. Delivery shall be on or before November
1, 2000. SIC Code 1711. This is a firm fixed price contract. 100% small
business set aside. Simplified procurement procedures will be used as
well as commercial item acquisition regulations per FAR 12. THIS IS A
COMBINED SYNOPSIS/solicitation for commercial items prepared in
accordance with the format in Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; quotations are being requested and
a WRITTEN SOLICITATION WILL NOT BE ISSUED. This solicitation document
