Contracting Officer, (662) 680-4009 This is a combined
synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. The solicitation number is
Q5570-00-0005 and is issued as a request for quotation (RFQ). This
solicitation document incorporates those provisions and clauses in
effect through Federal Acquisition Circular 97-18. This solicitation is
not set-aside; it is being conducted under full and open competition
procedures and all responses received will be considered. The
government requests quotations for 15 ft. rotary mowing machines, equal
to the model MD315 as manufactured by Woods Equipment Company. The
mowers are used to maintain roadside turf on the Natchez Trace Parkway,
a 450-mile long motor road operated by the National Park Service. These
tractor-drawn units must be capable of closely and evenly mowing the
turf in a manicured manner, including slopes, ditches, culverts, and
other typical roadside features. Equipment options include: heavy duty
drive lines (no CV-joints); wing operating angles of 90 degrees-up, 22
degrees-down; PTO speeds of 540/1000 RPM; double row front and rear
chains; center section skid; stump jumpers; hydraulic height
adjustment; and standard rims (do not include tires). The contractor
shall perform all delivery and set-up so that the mowers are complete
and ready to use (except for the tires). Mowers shall be delivered to
the Tupelo Maintenance complex, located on the Natchez Trace Parkway in
Tupelo, MS. The government "desires" delivery within 90 days or less
after receipt of the purchase order by the successful offeror; however,
each offeror shall include their proposed delivery schedule as part of
their quotation. Acceptance and FOB point are destination. In order to
be considered for award offerors shall provide a quotation on company
letterhead, detailing the price per delivered, set-up unit, and any
quantity discounts available. Descriptive literature and brochures
shall also be provided for the product being quoted. The government is
conducting this procurement using a trade-off approach, where
technical capability of the product to perform the desired function and
price will both be evaluated in making an award. For this solicitation
price and technical are approximately equal factors, and the
government expressly reserves the right to award to other than the
lowest priced offer. Offerors shall include a completed copy of the
provision at 52.212-3, "Offeror Representations and Certifications --
Commercial Items," with its offer; a copy of this provision may be
obtained from the contracting officer or at http://www.arnet.gov/far.
The clauses and provisions at 52.212-1, "Instructions to Offerors --
Commercial," 52.212-4, "Contract Terms and Conditions -- Commercial
Items," and 52.212-5, "Contract Terms and Conditions Required To
Implement Statutes or Executive Orders -- Commercial Items," are
applicable to this acquisition. Furnish quotations to Dale Wilkerson,
