Standards and Technology (NIST) intends to negotiate a non-commercial
services purchase order on a sole-source basis under the authority of
41 U.S.C. 253 (c) (1) -- Only one responsible source -- the National
Coalition for Advanced Manufacturing (NACFAM) (a Non-Profit
Organization), 1201 New York Avenue, NW, Suite 725, Washington, D.C.
20005-3917, is positioned to assess alternative strategies and roles
for government and the private sector in the development of
e-manufacturing standards supporting efficient transmission of
information within and between organizations in manufacturing using
interoperable software. NACFAM is a non-profit education, research, and
services organization working to improve the productivity, quality, and
competitiveness of the United States industrial base. NACFAM has a
unique role as a champion of productivity-enhancing efforts that will
benefit U. S. manufacturers and that require policy leadership from
both the private and public sector leaders. To achieve this widely
respected role, NACFAM uniquely benefits from its close collaborations
with manufacturing industry executives and its track record of
successful research services on behalf of U.S. Government agencies
advancing public-sector programs for advanced manufacturing
technologies and deployment. To the Government's knowledge there is no
other organization with the breadth of experience, broad knowledge of
productivity -- enhancing policies germane to NIST technical efforts,
and industry leadership that could achieve the results anticipated.
The period of performance for this requirement is for 6 months. The
Government anticipates awarding a firm-fixed-price purchase order under
FAR Part 13, Simplified Acquisition Procedures. Interested persons may
identify their interest and capability to respond to the requirement
or submit quotes by August 23, 2000. This notice of intent is not a
request for competitive quotes. A Request for Quotation (RFQ) package
is not available. A determination by the Government not to compete this
requirement based upon responses to this notice is solely within the
discretion of the Contracting Officer. See Numbered Note 26. Posted
