Environmental Protection Agency (U.S. EPA) intends to negotiate on a
Sole Source basis, without full and open competition, under the
Authority of 41 U.S.C 253(c)(1) and pursuant to FAR 6.301-2, with the
University of Dayton Research Institute (UDRI). The objective of this
project is to provide initial data identifying EDCs (endocrine
disruptor chemicals) from combustion and vehicular sources. STATEMENT
OF WORK: The EPA will provide UDRI with 10 samples from the following
types of combustion sources and fuel types: (1) rotary kiln, hazardous
waste (2) fire-tube boiler, fuel oil (3) diesel truck, highway diesel
(4) tube reactor, natural gas and municipal waste simulation (5) power
plant, coal (6) forest burn and (7) domestic waste, open burning. The
contractor shall perform using conventional sampling methodologies,
such as modified method 5 sampling from the rotary kiln. WORK TASKS:
Task 1- MDGC-MS description: UDRI shall provide a 2-10 page description
of the MDGC-MS technique suitable for answering Quality Assurance
related questions. Due date is 30 days after issuance of purchase
order. Task 2-UDRI MDGC Analysis: The UDRI laboratory shall analyze the
EPA provided samples via MDGC-MS using low-temperature trap for
capturing narrow heart cuts from an initial elution. The contents of
this -80C trap shall then be re-chromatographed. UDRI shall identify
and quantify unambiguous chromatograph peaks from these samles. The
contractor shall provide to the Project Officer, the analyses in draft
from, eight (8) weeks after receipt of the fifth (5th) sample. Task 3
-- Final Report: UDRI shall submit to the Project Officer a final,
compiled writeup of the analyses eight (8) weeks after receipt of the
tenth (10th) and final sample. Schedule for Delivery of Samples: Five
(5) of the total 10 samples requested shall be received 90 days after
receipt of the purchase order. The remaining five (5) samples, for a
total of 10, shall be received 270 days from the date of the last
sample of five. This CBD notice will also act as the Request for
Quotations (RFQ), using FAR Part 13, Simplified Acquisition Procedures.
NO FORMAL RFQ WILL BE SUBMITTED. Anticipated award date is on or about
25 Aug 00. All responsible sources may submit their written price
quotations not later than 24 Aug 00. NO TELEPHONE RESPONSES WILL BE
