This announcement constitutes a notification that the Naval Air Systems Command intends to conduct a performance-based full and open competitive procurement of GBU-16 laser guided bomb (LGB) kits. The performance requirements for the LGB kits will be in accordance with a Government-approved LGB performance specification tailored to GBU-16 and F/A-18 requirements only. Contract award will be based on best value. Upon contract award, compliance to system requirements shall be accomplished via a comprehensive First Article Test (FAT) including lot sampling of 500 units. Kits shall be form, fit and function compatible to current existing U.S. Government inventories. FAT requirements will include significant effort regarding demonstration, analysis, environmental testing and drop testing to verify complete interchangeability and interoperability with existing U.S. Government inventories. GBUs are purchased as kits consisting of one each Computer Control Group (CCG) and one each Airfoil Group (AFG) prepackaged in containers of a specified design. NAVAIR anticipates release of the electronic RFP on 25 August 2000 with an anticipated closing date of 25 September 2000. The proposed contract award date is 26 October 2000. In accordance with 10 USC 2304 (b)(1), FAR 6.202 (a)(1) and DFAR 206.202, Raytheon Systems Company, the incumbent contractor, is excluded from this effort in order to facilitate competition.
