(FEMA) is seeking offers for the Replacement of Existing Power Feeders
to Bldg. 435. SIC Code 1731/Small Business Size Standard $11.5 M. The
Contractor shall provide the necessary personnel, facilities,
equipment and materials required to provide new stand by electrical
power feeders from Bldg. 415 to Bldg. 435. The work will be
accomplished in accordance with the statement of work guidelines,
construction specifications and construction drawings made a part of
the Request for Quotation (RFQ). The work shall consist of: (1)
Demolition: Removing existing double layer concrete pad. The bottom
layer of the pad is approximately 32'X15'X2', and the top layer is
approximately 16'X7'X8". The work also includes repairing small pit
wall approximately 5' long and disconnecting existing power feeders
from a splice in a manhole; (2) New Work: Provide new underground power
feeders from Bldg. 415 to Bldg. 435 for an approximate distance of
600'. The Contractor shall utilize the existing outside manhole,
approximately 300'. From the manhole the Contractor shall provide two
4" PVC direct burial conduits and accessories to Bldg. 435. This work
shall include trench excavation, rock excavation, providing hand hole
box, back filling the trench, and establishing new turf. Other items of
work under the RFQ involve the replacement of existing double through
switch in the basement of Bldg. 435 with a new switch and the proper
connections of the new switch to the new underground conductors and the
other parts of the electrical system of Bldg. 435 using EMT conduits
and accessories; and the installation of a new panel board and circuit
breakers in three different panel boards. The work efforts shall be
performed at the Federal Emergency Management Agency, Mount Weather
Emergency Assistance Center, 19844 Blue Ridge Mountain Road, Loudoun
County, Bluemont, VA. The period of performance shall be 150 calendar
days from receipt of the Notice to Proceed. The magnitude of the
requirement in terms ofthe estimated price range is between $25,000.00
and $100,000.00. A valid Virginia's Contractor's License will be
required in order to bid on and perform the work. The Preproposal
conference and site visit date and time will be identified in the RFQ
package. RFQ No. EMV-2000-RQ-0058 will be issued on or about August 22,
2000 and quotes will be due on or about September 21, 2000. The
resulting award will be a firm-fixed price construction type purchase
order and will be a 100% small business set-aside requirement under the
aforementioned SIC Code. Copies of the RFQ, to include specifications
and drawings, will be available by written request only and must be
either faxed to 540/542-2632, sent via electronic mail to

available for inspection, no charge, at the following locations: (1)
