Description: The Naval Aviation Depot (NADEP), Cherry Point, North Carolina has a requirement for transportation support services under solicitation number N00421-00-R-0498. Prospective offerors must have obtained ISO 9001(1994) or ISO 9002(1994) or ISO 9001(2000) registration in accordance with Raad voor Accreditatie (RvC) and ANSI-RAB accreditation requirements by the date upon which this solicitation closes (estimated at 18 October 2000) in order to be considered technically acceptable. The ISO 9000 registration requirement is in addition to all other requirements of the solicitation that must be met in order to be considered technically acceptable. A certificate of registration in accordance with the above criteria must be submitted with the offeror's proposal. The solicitation will not be extended for firms awaiting registration. This effort will be competed on a full and open basis. The requirements, which will be defined in a Performance Work Statement (PWS), involve Transportation Support. Morespecifically, the functions included are: Flight Line Services, Mule Train Services, Mule Services, Forklift Services, Lowboy Services, Dispatch Services, and Equipment Maintenance and Administration Services. These functions are currently performed by a Government workforce supplemented by contractor support. A cost comparison will be conducted, under OMB Circular No. A-76, Commercial Activities Studies, to determine the source to perform the work. The Government is developing an in-house cost estimate and a contract may or may not be awarded as a result of this study/comparison. If a contractor is selected as the performing activity, an award will be made in accordance with OMB Circular No. A-76 in conjunction with all other applicable Government and Navy acquisition regulations. The solicitation will be issued on a fixed-price basis. The proposed contract will be for base year plus four one-year option periods. The anticipated date for the release of the solicitation is 28 August 2000. A site visit will be hosted on 09 September 2000 (Saturday) at the NADEP Cherry Point, North Carolina.
