We intend to award a one year commercial-off-the-shelf (COTS) product Defense Information Infrastructure (DII) Common Operating Environment (COE) wide license and support agreement, with four option year periods including, but not limited to: non-scheduled and scheduled error correcting maintenance releases, product upgrades, software segmentation, and additional Government sponsored development services to support the evolving requirements of the DII COE program. Contractor shall provide the technical and functional activities at the contract level needed for the Program Management of this task. The contractor shall provide the centralized administrative, clerical, documentation, and contracting related functions. The contractor shall provide the Easy Software Products (ESP) PrintPro 4.1 system software, including the Common Unix Printer Service (CUPS) 1.1 software. The contractor shall grant a single DII COE-wide license, independent of user seat count and of server count, at a fixed annual fee, payable once a year. This synopsis is a notice of intent to issue award other than full and open competition and should not be considered a request for competitive proposals. The determination of the Government not to open the subject requirement to full and open competition was made IAW FAR 6.302-1 and 10 USC 2302 (1) and is solely at the discretion of the Government.
