COMMERCE BUSINESS DAILY ISSUE OF AUGUST 10,2000 PSA#2661 STATE CHILDREN'S HEALTH INSURANCE PROGRAM CONGRESSIONALLY MANDATED
STUDY The Office of the Assistant Secretary for Planning and Evaluation
(ASPE) seeks input and comments on its draft statement of work for the
Congressionally Mandated Evaluation of the State Children's Health
Insurance Program (SCHIP). The goal of this study is to address a
series of policy and research questions related to the impact of SCHIP
and the inter-relationship among SCHIP, Medicaid and
employer-sponsored insurance for low-income children. The date of issue
for the draft statement of work will be August 11, 2000. The draft
statement of work will be available on the DHHS website at
www.os.dhhs.gov/progorg/oam/contrct by approximately August 16, 2000.
Interested parties may also request a paper copy of the draft statement
of work either by writing to the address listed above to the attention
of Cheryl Howe, Contract Specialist, or by faxing your request to
Cheryl Howe at (202) 690-5698. ASPE is using written comments (per this
notice) as the sole vehicle for obtaining input on this draft statement
ofwork -- there will not be a bidders conference. For consideration,
comments must be sent by mail to the address and contact point listed
above, or faxed to Cheryl Howe at (202) 690-5698 by August 30th, 2000.
There will not be a formal written response to comments, rather,
APSE's response to comments will be reflected in a revised statement of
work included as part of the RFP for this procurement. The revised
statement of work will not necessarily address all of the comments
received. This request for comments is for information and planning
purposes only and does not constitute a Request for Proposals. ASPE
believes feedback from the evaluation and program communities is
important. In providing an opportunity for comment, ASPE hopes to
identify potential problem areas and receive recommendations that will
enhance the success of the solicitation. Comments should be viewed as
an opportunity to improve the eventual solicitation package.
Eligibility to participate in any future acquisition does not depend on
a response to this notice. Replies to this request for comments will be
separate from, and will have no bearing on, evaluation of competitors'
proposals submitted in response to any Request for Proposals. The
government does not intend to pay for the information solicited and
will not recognize any costs associated with this initiative.
Proprietary information is not being solicited and information
considered proprietary should be identified as such. No collect calls
will be accepted. ASPE anticipates that the RFP for this procurement
will be released on approximately September 22nd, 2000. That
procurement, and information on how to obtain the RFP will be announced
