This is a modification to synopsis dated 10 Apr 00 (Submission No.
443348) for the consolidated buy for M16/M4 spares and repair parts. A
draft solicitation (DRFP) will be issued 10 Aug 00. The draft
solicitation will be posted to the TACOM-Rock Island Solicitation
Information Page under the same solicitation number, DAAE20-99-R-0091.

Scopes of Work. The purpose of this DRFP is to afford the opportunity
to all potential offerors and other interested parties in the
commercial industry an opportunity to comment on the Government's
acquisition approach for the consolidated buy for M16/M4 spare parts.
This will allow the Government to obtain valuable industry feedback
useful in refining requirements and structuring the final solicitation.
Be advised that this is only a draft issued for information and
planning purposes only. The Government does not intend to award a
contract on the basis of this DRFP or otherwise pay for information
received in response to the DRFP. This DRFP does not constitute a
solicitation, nor is it to be construed as a commitment by the
Government. This DRFP is not complete and you should not submit offers
against it. Only comments and suggestions regarding the solicitation
requirements, terms, and conditions are requested. The Government will
appreciate recommendations and comments on any requirement contained
in this DRFP. The Government reserves the right to incorporate
suggested changes into the final solicitation without identifying the
submitter or obtaining approval. It is strongly recommended that you
bring to the Government's attention any exceptions, questions, or
comments you may have regarding the proposed acquisition strategy such
as, the method of procurement (Total Small Business Set-Aside), type
of contract (Indefinite Delivery Indefinite Quantity (IDIQ) versus
Requirements), the availability of commercial items to meet the
Government's needs, bundling of requirements, range quantity pricing,
delivery requirements, direct vendor delivery (DVD) requirements, and
customary commercial practices, including inspection, warranty, buyer
financing, discounts, packaging, etc. A pre-proposal conference is not
scheduled. However, if responses to this DRFP indicate desire or
necessity, a pre-proposal conference will be scheduled. This is your
opportunity to provide comments or question any solicitation
requirement, provision or clauses. Request your comments be submitted
no later than 31 Aug 00. Please forward your comments to the following
