Plans and Specifications will NOT be directly provided in a paper hard copy format. This solicitation includes two elements of work: (1) the design and construction of 160 new family housing units including site development; and (2) the demolition of 160 existing family housing units (including pavement and utilities) in the same general area as the new construction. The new units will include 104 JEM-3BR units and 56 JEM-4BR units. The demolition is contained in an approximately 49 acre site. Construction to be provided under the Design/Build concept. All work is located at Naval Air Station (NAS), Lemoore in the existing on-base family housing area. A pre-proposal conference will be held at NAS Lemoore at the Family Housing Office Conference Room on 14 September 2000 commencing at 10:00 AM. The proposed procurement is Unrestricted. The target cost for H594 is $24,800,000. Contract Completion Date is approximately 465 calendar days after contract award. The Standard Classification Code is 1521. The applicable small business size is $27.5M. The contract will be awarded based on "Best Value" in accordance with FAR 15.101. Price and Technical Factors are approximately equally weighted. The Technical Factors are (1) Past Performance; (2) Experience and Qualifications; (3) Past and Proposed Commitment to Small Business; (4) Dwelling Unit Design; (5) Site Design, and, (6) Building Engineering/Environmentally Sensitive Design.
