synopsis solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation. Proposals are being requested and a written
solicitation will not be issued. The Solicitation Number is
MDA410-99-R-0099. This action will be processed using simplified
acquisition procedures. The Department of Defense Education Activity
(DoDEA) is an education activity and qualifies for academic/educational
pricing. DoDEA requires commercial off-the-shelf (COTS) software and
associated training for the DoD Domestic Elementary and Secondary
Schools (DDESS) which, is comprised of 12 school districts that serve
serve an estimated 35,000 students in 70 schools located in seven
states, Guam and the Commonwealth of Puerto Rico. REQUIREMENT: 1)
Curriculum design software, to be used at the District level, shall
accomplish the following: a) Design curricula by aligningeducational
objectives and competencies in core subject areas of Reading, Language
Skills, Science, Mathematics and Social Studies with application and
higher order thinking skills to published national standards, such as
the National Council of Teachers of Mathematics, the National Council
of Teachers of English, National Science Education Standards, state
standards, and standardized tests including the ACT, SAT, Stanford 9,
ITBS, Terra Nova, CAT, etc. b) Automatically align curriculum standards
and standardized assessments to instructional resources such as
Brainchild, Davidson's, Compass Learning, Knowledge and Adventure,
Lightspan, Little Planet, Sierra On-Line, Skills Bank, Smartek, and
other software programs. c) Publish web pages in HTML format and
provide electronic or hardcopy curriculum guides, syllabi for students,
teachers, and parents and an analysis of instructional hours available
for each unit and objective. d) Develop and modify curriculum by grade
level and subject area aligned with DoDEA standards. e) Maintain an
up-to-date, easy-to-search, in-depth reference database of objectives
and competencies in the core subject areas. 2) The curriculum design
software shall be compatible to the following computer
hardware/software environment: Pentium 133 and greater, Windows 98 and
NT 4.0, CD-ROM drive, Windows compatible laser printer, and color
monitor. 3) Skills, assessment and testing software, to be used at the
school level, shall accomplish the following: a) Provide customized
tests aligned directly with DoDEA and selected other curricula as well
as national standards, state tests and nationally standardized tests.
b) Accurately measure student progress towards meeting predetermined
goals. c) Provide parent tutorial guides for each objective being
assessed, which will enable at home parents to assist their children
towards mastering required goals and objectives in their grade level.
d) Generate criterion-referenced tests, answer sheets, and home study
guides, which assess student progress, determine skill levels directly
related to standard curriculum, and which communicate progress to
teachers, parents, and the student. e) Provide statistical analysis to
document that software created tests are accurate and show a
reliability and validity of 95% or greater in order to assess, monitor
and report student progress and performance. f) Provide parents easy
access to explanations of classroom activities. g) Provide tutorial
assistance for homework support. 4) Skills, assessment and testing
software shall be compatible to the following hardware/software
environment: 486DX-50 CPU, Windows 98 or NT 4.0, 3.5" high-intensity
floppy drive, Standard VGA color monitor and Windows compatible
printer. 5) Software shall be user-friendly and currently in use within
a Public school district. 6) Software databases shall be updated at
least annually and program upgrades provided as developed. 7) A minimum
of 2 days on-hands training in a "Train-the-Trainer" format for at
least one representative from each site license location at either a
neutral location or on-site at contractor location. 8) Technical
support via telephone hot line and/or and on-line support "help desk"
to provide user technical support and troubleshoot any software
problems. The following clauses/provisions apply to this solicitation
and are in effect through FAC 97-19 and DCN 20000627: FAR 52.212-1,
Instructions to Offerors -- Commercial; 52.212-2, Evaluation --
Commercial Items. A single award will be made to the responsible
offeror whose offer conforms with all the requirements of this
solicitation and whose proposal reflects the best value to the
Government. Proposals will be evaluated based upon the following
criteria: 1) Capability of software to be directly aligned to DoDEA
standards and other state and national standards. 2) Capability of
software to develop and modify curriculum by grade level and subject
area aligned with DoDEA standards. 3) Capability of software to develop
reliable and valid tests in order to assess, monitor and report student
progress and performance. 4) Capacity of software competencies and
objectives database to design instructional programs and to be updated
as DoDEA and/or state/national standards are changed and/or modified.
5) User-friendliness of software program and quality of technical
support. 6) Past performance, to include, but not limited to: a) method
and quality of provided technical assistance and support, b) type and
quality of provided training/staff development, c) product evaluation
by current/previous customers of proposed software. 7) Cost. 52.212-3,

Performance: Base Year (Fiscal Year (FY) 01) plus two (2) one-year

address shown above by 4:00 p.m. EST 28 Aug 00: 1. Proposal, along with

current/past users of proposed software (point of contact and telephone
number), 3. Cost Breakout, i.e. site license, training costs, etc.
