Health Care Financing Administration (HCFA is seeking to identify
sources to perform a "Resource Center" role in support of 53 State
Health Insurance (Information Counseling) Assistance Programs (SHIPS),
the Steering Committee (SHIP governing body), and HCFA Center for
Beneficiary Services (SHIP) grant administrator). An ideal Resource
Center would demonstrate substantial knowledge of the Medicare program
or the ability to master program intricacies prior to the start of the
contract period. As a Resource Center, the contractor must have the
ability to adequately perform the following functions: 1. Maintain a
SHIP 2001 Year calendar, highlighting, national and regional meetings
of interest to SHIPs and training opportunities for Project Directors;
2. Produce weekly product that informs or updates SHIP Directors on
upcoming events; 3. Research Medicare/Medicaid changes and issue policy
interpretations; 4. Provide technical assistance to SHIPs on complex
health insurance questions; 5. Assist maintenance of information on
SHIP website; 6. Attend Washington D.C. based policy and advocacy
meetings, create and disseminate briefing materials; 7. Maintain
library materials and publications submitted by all programs and have
such resources abailable upon request; 8. Develop national
presentations aids including fact sheets, Power Point presentations,
and brochures; 9. Administer special grants; 10 Assemble curriculum
development teams to update or develop curriculum on topics important
to SHIPs, such as grant writing, customer service, volunteer
development, etc; 11. Recruit Project Directors for national short-term
projects and committee work; 12. Facilitate Annual Training Conference;
13. Assist Steering committee in prerparation for meetings. The
Resource Center must have the ability to successfully complete the
above mentioned functions, as well as the capacity to perform other
tasks requireing similar skill sets. Interested parties should submit
