LeveyDB@navair.navy.mil. This is a combined synopsis/solicitation for
commercial items prepared in accordance with the format in Subpart
12.6, as supplemented with additional information included in this
notice. Solicitation N61339-00-T-0120 is issued as a request for
quotations and incorporates the provisions and clauses in effect
through Federal Acquisition Circular 97-19. This announcement
constitutes the only solicitation; a quotation is being requested and
a written solicitation will not be issued. The solicitation shall be
awarded on a sole source basis to Boston Dynamics, Cambridge, MA who
retains proprietary rights to and a copyright for the unmodified
portions of the PeopleShop(TM). The SIC Code for this solicitation is
7371 with a size standard of $18.0M. The effort requires additional
modification of the PeopleShop(TM) Scenario Builder Tool and
PeopleShop(TM) Embedded Runtime Application Programmmers Interface
(PS-ERT API) currently in use by the Dismounted Infrantryman
Survivability and Lethality Testbed (DISALT) in accordance with the
Description of Work. The contractor shall modify it's existing
PeopleShop(TM) Scenario Builder tool and PeopleShop(TM) Embedded
Runtime Application Programmmers Interface to make it compatable for
testing and training applications within the small arms community by
using the existing DISALT system. Requirements: (1) The contractor
shall maintain functionality within PS-ERT API for both the OpenGVS and
Vega visual simulation environments. The following PS-ERT API additions
shall be provided: (a) additional functions within the PS-ERT API to
support communicating data from the DISALT application to the PS-ERT
PERL script API, (b) additional functions within the PS-ERT API to
support changing the speed and behavior of characters during runtime of
scripted paths, (c) additional functions within the PS-ERT API to
support interrupting scripted behavior with such actions as prone_now,
resume_now, etc., (d) additional functions within the PS-ERT API to
allow control of weapon firing either one shot, multiple shots, or
burst, (e) additional functions within the PS-ERT API to access a
scenario's environmental settings, such as fog and lighting, (f)
additional functions within the PS-ERT API to access a character's body
parts in world coordinates based on a part link name, and (g)
additional functions within the PS-ERT API to record transient script
events so the user can recreate scenario events for After Action Review
(AAR). (2) The contractor shall provide the following additional
features to the Peopleshop(TM) Scenario Builder Tool: (a) precise
timing for character actions. (b) an additional soldier character with
quicker transitions between actions and minimized character travel
during transitions, and (c) Tin and Tout to the right-most two columns
of the action spreadsheet. (3) The contractor shall provide full
PeopleShopTM documentation, including low level issues such as how to
adjust character and target speeds, create character names that make
sense, setup default configuration for user, editconfiguration files,
etc. Contractor shall provide PeopleShop User's Guide and API
Programmers Reference Manual. Delivery shall be made no later than 9
months after date of award to Naval Air Warfare Center Training Systems
Division, 12350 Research Parkway, Orlando, FL 32828; acceptance shall
be made at destination upon delivery. Delivery shall be made FOB
Destination. The following FAR/DFARS provisions and clauses apply to
this acquisition: 52.212-1, 52.212-3, 52.212-4, 52.212-5,
252.2121-7001. The following subparagraphs of FAR 52.212-5(b) apply:
(11),(12), (13),(14), (15), (20), (22). The following subparagraphs of
FAR 52.212-5(c) apply: None. The following clauses of DFARS
52.212-7001(b) apply: 252.206-7000, 252.227-7015, 252.227-7037,
252.243-7002, 252.247-7024. A completed copy of the following must be
included with the quote: FAR 52.212-3, DFARS 252.212-7000. The
following clauses also apply: DFARS 252.204-7004, "Required Central
Contractor Registration," FAR 52.227-19 "Commercial Computer Software
— Restricted Rights" and NAVAIR 5252.246-9503 "Year 2000
Compliance (MAR 1999)" (a) The contractor shall ensure that all
information technology, which will be required to perform date/time
processing involving dates subsequent to December 31, 1999, shall be
Year 2000 compliant. (b) Describe existing information that will be
used with the information technology to be acquired and identify
whether the existing information is Year 2000 compliant. (c) Year 2000
compliant means, with respect to information technology, that the
information technology accurately processes date/time data (including
but not limited to, calculating, comparing and sequencing) from, into,
and between the twentieth and twenty-first centuries, and the years
1999 and 2000 and leap year calculations, to the extent that other
information technology used in combination with the information
technology being acquired, properly exchanges date/time data with it.
(d) Failures resulting from Government Furnished equipment that is not
Year 2000 compliant are not covered under this clause. (End of clause)
