EQUIPMENT SPECIFICATIONS Differential Optical Absorption Spectrometer These specifications describe the minimum acceptable quality and/or performance level of the equipment to be purchased. Superior alternatives will be considered as compliant to specifications. Unless otherwise defined in these specifications, technical terms and testing procedures shall be interpreted as defined in Title 40 of the Code of Federal Regulations (CFR), Part 53.23. A. GENERAL SPECIFICATIONS 1. Equipment Description -- One (1) analyzer to monitor ambient concentrations of Sulfur Dioxide (SO2), Nitrogen Dioxide (NO2), and Ozone (O3) using the Differential Optical Absorption Spectroscopy (DOAS) method. 2. Operating and Service Manuals -- Two (2) copies of the operating and service manual (in English language) shall be provided for the analyzer purchased. Each manual shall contain installation, operation and maintenance procedures, detailed flow schematics, and complete electrical drawings. Each manual shall also contain a complete list of spare parts and recommended spare parts storage levels. The manuals shall give detailed instructions for the use of the delivered analyzer with all options. The manuals shall be of the same quality as required by EPA for reference and equivalent analyzers. 3. Shipment -- The vendor shall ship the equipment no later than 90 days after receipt of a purchase order. 4. Acceptance Test -- Within 15 working days after equipment delivery, the acceptance test shall be initiated. The acceptance test shall consist of checking the equipment for compliance with the requirements listed above and with those listed under "PHYSICAL SPECIFICATIONS" and "PERFORMANCE SPECIFICATIONS." The duration of the acceptance test shall be 4 days minimum and 60 days maximum. If the equipment does not meet the specifications listed, the vendor will have one opportunity to repair or replace the equipment to cure all defects. The equipment will be returned to the vendor freight collect. The vendor will have 30 days after the original receiving date or 30 days after being informed of any defect (whichever is later) to deliver acceptable units. The vendor will be responsible for repair of all defects whether or not the defects were initially declared by the purchaser. Except for external causes, if the equipment as delivered fails to meet the specifications listed herein, the equipment shall be rejected. The vendor will have the opportunity to remove and replace and/or repair the equipment to correct the defects. After the vendor has repaired or replaced the equipment to eliminate the cause for failure, acceptance testing will again be initiated. Should the equipment again fail to comply with specifications, the purchaser may return the equipment to the vendor freight collect and receive a full refund of the monies spent on said equipment, including any monies spent for acceptance testing services and shipping costs. 5. Payment -- Upon presentation of the invoice and after passing the acceptance test, the equipment will be paid for. Any credit for prompt payment will be based on the date of acceptance or the date the invoice is received, whichever is later. 6. Warrantee -- The vendor shall provide a written warrantee covering the equipment, including components and parts, and field service. The warrantee period shall be one year and shall begin on the date of acceptance. In the warrantee, the vendor shall agree to the following conditions: a. The equipment shall comply with all the specifications listed herein. b. If failure of the equipment occurs during the warrantee period, and application of routine troubleshooting procedures described in the operating and service manual identifies the malfunctioning component or part, the vendor shall ship the replacement component or part at no cost and within reasonable time of notification. c. In the event equipment develops a malfunction during the warrantee period which cannot be solved by the application of routine troubleshooting procedures described in the operating and service manual or by component or part replacement, the vendor shall undertake repair of the equipment. The vendor shall deliver the fully operational equipment to the purchaser within reasonable time after the initial date of notification, or provide operational, equivalent equipment, for use as a substitute until the original equipment has been repaired. d. The vendor shall agree to supply spare parts for the equipment for at least 7 years following the date of acceptance. The vendor shall agree to ship replacement parts to the purchaser within 30 days after receiving a parts order. e. The vendor shall guarantee all replacement parts to be of equal or superior quality to parts in the original unit. f. The vendor shall pay for shipment of replacement or defective components, parts, or equipment to and from the vendor's repair station during the applicable warrantee period. 7. EPA Designation -- Each analyzer must be designated as a reference or equivalent method for the measurement of ambient air concentrations of SO2, NO2, and O3 by the United States Environmental Protection Agency (US-EPA) as defined in 40 CFR Part 53 and meet all performance specifications listed herein while operating in the equivalent mode as approved by the US-EPA. B. PHYSICAL SPECIFICATIONS The physical specifications listed below may be substituted for with reasonable replacements. 1. Spectrometer/Analyzer with high resolution option, if available, precalibrated for SO2, NO2, and O3 (EPA Equivalent Method). 2. Include analog outputs, data storage system, a modem and software necessary for the spectrometer/analyzer. 3. Emitter Telescope. 4. Receiver Telescope. 5. Appropriate cables, connections and power supply as required. 6. Calibration Bench, or equivalent, with all necessary components, which will provide reference (zero) and 3 span points for laboratory bench top calibration. 7. Bench Filter for NO2 calibrations. 8. Telescope Calibration Test Cell (including calibration cell Temperature Sensor). 9. Fibre Optic Cables as appropriate (include one spare of most frequently used cable). 10. Toolkit containing lux meter, hand tools, and/or other necessary items for normal analyzer operation. C. PERFORMANCE SPECIFICATIONS All performance specifications listed in 40 CFR Part 53 are to be adhered to. In addition, the following additional performance specifications must be met: 1. The A.C. input power cord shall be 3-conductor with a standard (United States) 3-prong grounded plug. The supply voltage shall be nominal, 115 10 VAC, 60 3 Hz, single phase. 2. Each component shall operate within all specifications listed herein while experiencing line voltage variations from 105 to 125 VAC and line frequency variations from 57 Hz to 63 Hz. 3. Mechanical vibration, such as that encountered in an air monitoring trailer, shall not cause the analyzer to exceed the noise specifications that must be adhered to. 4. Ruggedness of equipment should be such that damage to equipment should not occur during shipping if reasonable shipping containers and shipping methods are used.
