The Naval Surface Warfare Center, Dahlgren Division, Coastal Systems Station intends to award a purchase order for 24 each Self-Contained Breathing Apparatus (SCBA), Part Number 812600, on a sole-source basis to Mine Safety Appliances (MSA). The SCBA is a Type C, pressure-demand respirator system with an emergency air supply of 15 minutes. The SCBA is a PremAire Cadet 15M Respirator manufactured by the Mine Safety Appliances (MSA) Company. Only those articles that have been successfully tested are qualified. Procedures are specified under SS521-AA-MAN-010 U.S. Navy Diving and Manned Hyperbaric Certification Manual. The objective of this process is to verify that the life support system provides acceptable levels of safety throughout the specified operating range when approving operating and maintenance procedures are followed. The intent of the process is to provide maximum reasonable assurance that an accident will not occur and establishes maximum reasonable assurance that the user may be recovered without injury if there is and accident. MSA is the only company that has been qualified by cognizant authority to provide the Self Contained Breathing Apparatus. Delivery will be to the Receiving Officer, Coastal System Station, 6703 W. Highway 98, Panama City, Fl 32407-7001. Required delivery date will be 120 days after award of contract. A firm-fixed price supply contract is anticipated. Note 22 applies.
