Federal Bureau of Prisons intends to award a contract to an
occupational-training, educational-institution to provide to the
inmates incarcerated at the Federal Prison Camp, Duluth, MN, a
curriculum leading to certification in carpentry or construction
education. The curriculum must include basic-math, construction
blueprint-reading, principles of construction-framing (theory and
applied practice), building-material estimation, and occupational
construction safety (OSHA). See Numbered Note 1. This requirement is
100% set aside for small business. The applicable SIC Code for this
action is 8249, with a size standard of $5.0 million. The contractor
must be listed in the directory entitled "Accredited Institutions of
Post Secondary Education" and/or designated eligible by the United
States Department of Education. The contractor shall provide
pre-approved and qualified personnel who act as substitute instructors
in the event of a scheduled instructor's absence. All contractor staff
assigned to provideinstructional services under this contract must be
certified in the field of building-trades. Semesters will be at least
seventeen (17) weeks in duration with fifteen (15) credits available
(per semester). Class size will be fifteen (15) inmate students, and
classes will be held Monday through Thursday, excluding federal
holidays. All equipment and supplies for this contract will be
furnished by the government. Provision of services under this contract
will require frequent and unsupervised contact with inmates. This
contract will be one year in duration. The solicitation document will
