sbuford@psc.gov. The Substance Abuse and Mental Health Services
Administration (SAMSHA), Center for Mental Health Services (CMHS)
through the Program Support Center, Division of Acquisition Management,
ADP Acquisitions Branch intends to negotiate an award utilizing
simplified acquisition procedures with the American Psychological
Association (APA) for Phase II of the development of the School-Based
Violence Toolkit Project. The period of performance will be 12 months
after contract award. The Toolkit Project is a comprehensive school
violence prevention initiative to prevent violence in schools and
communities. The objective of this requirement is to coordinate the
activities of six new violence prevention supportive curricula project
and integrate them with the six existing project that were developed
in Phase I. The APA is uniquely qualified to carry out the requirements
of this contract because they possess unique knowledge about the
relationship between the supportive curricula/text guides with the tool
kits that are being developed because of its involvement as coordinator
in Phase I toolkit project development. The proposed contract is for
services which the Government intends to solicit and negotiate with
only one source under authority of FAR 6.302-1. Interested persons may
identify their interest and provide capability statements responding
to this requirement. No solicitation will be issued. A determination by
the Government not to compete this proposed contract based upon
response to this notice is solely within the discretion of the
Government. Information received will normally be considered solely for
the purpose of determining whether to conduct a competitive
