Protection Agency intends to award a contract utilizing the Simplified
Acquisition Methods of FAR Part 13. This award is reserved for Small
Business concerns. Any business submitting an offer, must also include
proof of small business status for any of the following SIC Codes:
8741; 8743; 8742; or 8999. Offeror must address each of the Four (4)
criteria and the tasks listed in the statement of work. Responses
should describe experience and knowledge any each criteria and work
area. -- -- -- STATEMENT OF WORK Title:Outreach Campaign on Emissions
Trading Period of Performance: Date of Award -- 12/31/00 Background and
Objective: The Clean Air Markets Division (CAMD) is responsible for
implementing Title IV and providing support for other parts of the
Clean Air Act. Its programs include the Acid Rain Program and the Ozone
Transport Commission NOx Budget Program. The primary policy instrument
used to address these issues is emissions trading. This approach has
proven successful, reducing emissions faster and further at lower cost
than originally expected. However, various organizations, including
state legislatures, oppose the use of emissions trading, and further
educational efforts are needed. This project will produce a coordinated
educational campaign explaining the reasons behind emissions trading,
the benefits it has already produced, and anticipated future benefits.
The campaign will be targeted to specific stakeholders, designed to
meet their needs, interests, and level of involvement. Specific Tasks/
Deliverable Schedule: General information: All deliverable written
reports will be emailed or delivered on electronic media to the
Contracting Officer's Representative (COR). They will be created using
WordPerfect, Lotus 1-2-3, PowerPoint, as appropriate to the type of
information. Other software packages may be used upon the COR's
approval. No printed deliverables will be sent to the COR. Other files,
such as outreach materials, will either be emailed or sent via
electronic media or Internet protocols, as determined at the time by
the COR. 1) Assess current information and choose relevant audiences
The contractor, working via frequent interaction with the COR, will
evaluate current misunderstandings and misinformation currently
available to the stakeholder groups about emissions trading, with
particular emphasis on the Acid Rain Program. Working with the COR, the
contractor will choose specific target audiences for the campaign.
Schedule: The contractor will meet with the COR and deliver a summary
presentation within three weeks after beginning work. 2) Recommend the
best means by which to deliver information to the targeted audiences
Combining marketing expertise with information about stakeholder
groups, their beliefs, and their interests, the contractor will present
options for how best to deliver materials. Schedule: Within three weeks
after completing task 1, the contractor will present recommended
avenues for delivery. If distribution channels are chosen that include
deadlines (e.g., a newspaper article placement service), the
contractor will coordinate such dates with the COR. 3) Create materials
for distribution The contractor will develop educational materials,
focusing on the benefits of emissions trading vs. command-and-control
means to reduce acid deposition. Schedule: The contractor will develop
draft materials within 15 days of completing task 2.. The COR will
present comments within two weeks, and subsequent iterations will take
no longer than two weeks until the materials are complete. To the
extent appropriate to the delivery medium (e.g., newspaper placement
service), the contractor will advise the COR on deadlines. -- -- -
CRITERIA Criteria for Applicants: This project requires that the
contractor meet the following criteria: 1) Detailed knowledge of the
Acid Rain Program. The contractor must understand the regulatory
background of the Program, in addition to relevant environmental and
human health impacts, philosophical objections to emissions trading,
and how trading programs function. In addition, the contractor should
have a basic understanding of the Clean Air Act and how EPA interacts
with state governments under the Act. 2) Expertise developing
information about stakeholder groups. This project will create focused
outreach materials rather than generic information, so the contractor
must be able to gather information about specific stakeholder groups
and develop profiles including involvement in the acid rain issue,
policy positions, historical background, and arguments against
emissions trading. Such profiles will only apply to groups as a whole;
no personal information will be developed. 3) Marketing expertise. The
contractor must be familiar with a range of information delivery
mechanisms, such as the World Wide Web, newspaper article placement
services, news organizations, etc. The contractor must be able to apply
an understanding of relevant stakeholder groups to the selection of the
most effective delivery mechanism. 4) Materials development expertise.
The contractor must be able to create engaging materials in whatever
formats are chosen during the course of the project, such as printed
materials, animations, radio spots, etc. -- -- -- Contractor should
also, submit a cost proposal detailing hours and rates/total cost to
